- Description
- The National Institutes of Health, (NIH) intends to negotiate under the authorilty of Federal Acquisition Regulation (FAR) 13.106-1 (b) sole source with Phyllis Donoghue, 2410 Chilham Pl., Potomac, Maryland 20854 for follow-on services to support the NIH Departmental Contract Information System (DCIS). The contractor shall assist the agency with coordinating with the National Institutes/Centers to verify and validate their acquisition data, including dollars and numbers, for the completion of the "Solar Chart" and all of the associated back-up material for FY 2009 data for the various acquisition mechanisms. Reconcile the DCIS frozen files with the new data elements required by the Federal Procurement Data System-Next Generation (FPDS-NG) for the last three fiscal years. Provide detailed knowledge of the DCIS data to query for sample reviews, workload assessments, and special reports required by the Head of Contracting Activity (HCA) and other levels of NIH Management. Structure special frozen files for the last three years that will be saved to CD's for historical records. Assess the data elements required by FPDS-NG to determine if other elements will be needed by the NIH, and therefore should be added to DCIS. Assist the Offices of Acquisition Management and Policy (OAMP) in implementing the upcoming, new FPDS requirements including communication venues and training for the acquisition communities. Assist in reconciling DCIS data with NIH Data Warehouse and nVision/NBS data. Phyllis Donoghue is the only known source to NIH with the expertise required to perform these services. NIH previously conducted market research and published a sources sought notice to identify alternative sources. The research resulted in Phyllis Donoghue being the only source who responded with the unique qualifications to implement all the tasks required by NIH. The North American Industry Classification (NAICS) Code is 541513 and the Size Standard is $25.0M. This notice of intent to negotiate on a sole source basis with Phyllis Donoghue for continuation services and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order utilizing simplified acquisition procedures for the services requested. Interested parties may identify their interest and capabilities in response to this synopsis for consideration. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
