- The Space and Missile Systems Center (SMC) MILSATCOM Systems Wing (MCSW), Command and Control System - Consolidate (CCS-C) Program Office intends to modify the existing CCS-C contract, F04701-01-C-0012, to add two 12-month sustainment option CLINs, under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2). If exercised, the sustainment CLINs will extend the current contract up to two years with periods of performance from 1 January 2011 to 31 December 2011 and 1 January 2012 through 31 December 2012. The modification for continued CCS-C sustainment support will be issued to the incumbent contractor, Integral Systems Inc., 5000 Philadelphia Way Lanham MD 20706-4419. The system sustainment effort includes organizational level hardware, software, and database maintenance; depot level hardware maintenance through either extended hardware warranties or purchase of support to repair failed hardware components; depot level software maintenance for approximately 600,000 source lines of custom and reuse code; depot level database and command procedure maintenance; software integration and test; and software installation and configuration management. A two-year extension to the current CCS-C contract is the only viable option to avoid a substantial duplication of costs and an unacceptable delay in meeting mission requirements. No qualified interested parties exist or can exist outside of ISI to maintain the ISI MILSATCOM CCS-C system as will be required by CCS-C Block II unless sufficient CCS-C program documentation and plans are generated and made available to potential offerors. Due in part to the acquisition environment when the current contract was let, the Government did not envision a need for reprocurement data and did not purchase it. It is anticipated no less than two years is required to allow time to generate and obtain sufficient CCS-C program design, development and sustainment documentation. Upon receipt of this system documentation it will be provided to potential offerors to enable a source selection for the longer term Block II contract. A Request for Proposal (RFP) for a competitive CCS-C Block II contract is expected to be released in the 1st Quarter of Fiscal Year 2012.
