- This is a combined synopsis solicitation for commercial item Bulk C-4 Explosive prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is 100% set aside for small business in accordance with DFAR 252.211-7003 SMALL BUSINESS SET ASIDE, FAR 52.219-1 and 52.219-6 (THIS MEANS YOU MUST BE A SMALL BUSINESS, QUOTING THE PRODUCT OF A SMALL BUSINESS MANUFACTURER. The request for quote (RFQ) N00174-09-Q-0105 is the only written solicitation, which will be issued, unless amended. The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 18. The NAICS code 325920, Size standard 750. The Federal Supply Class (FSC) is 1375. The offeror shall provide a firm fixed price, to include any charges for delivery to ! destination Indian Head, MD, per FAR 52.247-34 F.O.B. Destination for 1000lbs of Bulk C-4 Explosive. NOTE: DCMA SAFETY SURVEY REQUIRED PRIOR TO AWARD. The required delivery date is June 1, 2009 to NSWC INDIAN HEAD, SCALES BLDG. 1104, AT 101 STRAUSS AVE., INDIAN HEAD MD 20640-5035. Any and all question must be submitted in writing 5 days before close of solicitation. No questions will be accepted after that time.
