Description
This is a notice of proposed contract action as required by FAR 5.2; this is NOT a solicitation and proposals are NOT being accepted at this time. This notice is for the planned acquisition of Simplified Acquisition of Base Engineering Requirements (SABER) at the United States Air Force Academy (USAFA) as an 8(a) competitive set-aside for contractors located in Small Business Administration Region VIII. The small business size standard is $33,500,000.00. It will be a Firm-Fixed-Price Construction Indefinite Delivery-Indefinite Quantity (IDIQ) Contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 236220. All firms not meeting the 8(a) requirements or located outside Region VIII are deemed ineligible to submit offers. The work requirements to be performed by the offeror consist of, but are not limited to, a broad range of maintenance, repair, minor construction/alteration and renovation work and/or design or design/build on real property at USAFA, Farish Recreation Area, and Bullseye Auxiliary Airfield. Work may occasionally be required on other Department of Defense (DoD) installations within a 25-mile radius of USAFA as deemed necessary by the contracting officer. All work shall be in conformance with the requirements of the anticipated contract including furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management and other services (including engineering/technical design support), items and incidentals necessary thereto. The work is required in support of the 10th Civil Engineering Squadron, Base Civil Engineering activities. During the contract period, the 10th Civil Engineering Squadron will identify construction projects and issue individual task orders for each project. The task orders may be for minimal design, design-build or build only. The contractor will provide a statement of work, drawings and a cost proposal as indicated in each task order request. The cost proposal will be comprised of the base costs in the Facilities Construction Cost Data by RS Means (e4clicks Project Estimator) multiplied by the contractor's coefficient. The contractor will be required to be available every weekday, with the exception of holidays, to receive task orders and provide other management services related to accomplishing individual task orders. Individual task orders will vary in size and complexity. The task orders will include multi-discipline construction trades, such as carpentry, road repair, roofing, excavation, interior and exterior electrical, mechanical, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Place of Performance: US Air Force Academy, Farish Recreation Area, Bullseye Auxiliary Airfield and other DoD installations within a 25-mile radius of USAFA. Period of Performance: The anticipated performance period is one (1) base year with four (4) option years. The magnitude of this contract is between $25,000,000 and $100,000,000 as cited in FAR Part 36.204(ii) and DFARS 236.204(b), Disclosure of the magnitude of construction projects. The anticipated solicitation and subsequent amendments will be issued electronically as will any amendments thereto via FedBizOpps at https://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. There will be no preannouncement of when the solicitation for this requirement will be available; however, the anticipated issuance date for the solicitation (FA7000-09-R-0039) to FedBizOpps is expected on or about 20 May 2009 with a closing date 30 days after issuance. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
