- REQUEST FOR EXPRESSION OF INTEREST - SUBSURFACE GROUT STABILIZATION OF SPECIFIC WASTE TARGETS LOCATED AT THE RADIOACTIVE WASTE MANAGEMENT COMPLEX AT THE RADIOACTIVE WASTE MANAGEMENT COMPLEX AT THE IDAHO NATIONAL LABORATORY CH2M-WG Idaho, LLC (CWI), is a FAR Based Contractor under contract with the Department of Energy (DOE) to perform cleanup at the Idaho National Laboratory (INL) Site located approximately 50 miles west of Idaho Falls, Idaho. CWI is requesting an expression of interest (EOI) from prospective Vendors or Consortiums to provide equipment and services to perform subsurface grouting of waste located at the INL. This expression of interest shall serve only as a method of establishing technical capabilities and commercial interest. Previous DOE experience is favorable. Evidence of a qualified work force, regularly engaged in the trades required to complete such work, is required. Qualified candidates may be invited to participate in follow-on technical or business discussions which may include on-site visit(s) from CWI technical staff to examine drilling/grouting hardware. The INL is located in southeastern Idaho and occupies 890 mi 2 on the northeastern region of the Snake River Plain. Within the boundary of the INL, the Radioactive Waste Management Complex (RWMC) was created in 1952 for the disposal of radioactive waste. Waste was disposed of in pits and trenches. Historically, waste containing radioactive and hazardous substances was managed in accordance with laws and disposal practices current at that time. Present day operations involve the remediation of these sites. The waste targets associated with this EOI are located in the RWMC's Subsurface Disposal Area (SDA). The treatment area comprises up to 20 discrete disposal locations (totaling approximately 0.2 acres) in SDA trenches and soil vault rows. Treatment will be performed via pressure grouting utilizing a preferred cement based grout formulation. The work scope includes furnishing all necessary facilities, equipment, labor, materials, operating documentation, supplies, and tools to perform all operations necessary to emplace the selected grout. Chemically, and/or radiologically contaminated soil and debris may be encountered during the remedial action activities. The subcontractor will be required to integrate their work with Contractor facility operations and oversight and monitoring organizations (e.g., Safety, Industrial Hygiene, or RadCon personnel monitoring and material sampling, etc.). Work will be performed in compliance with the applicable sections of 29 CFR 1910, 29 CFR 1926, and the CWI Subcontract Requirements Manual. Involvement with small business firms is recommended and all work must be performed under the requirements of the Davis Bacon Act. Additional information In general, the work scope includes, but is not limited to, the following project elements: •· Work planning to include as a minimum development of operational procedures and training, •· Pre-mobilization acceptance testing, •· Mobilization and site preparation, •· Performance Testing at the INL, •· Grout application in the SDA; to include grout placement and demonstration of acceptable completion of the ISG treatment, •· Site clean-up, hardware decontamination, and demobilization, •· Reporting and contract close-out Additional information regarding INL subcontractor requirements or specifics of this remedial action contained in the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Record of Decision, is available to the public by accessing the INL home page and the Administrative Record link.
