- This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N00174-09-M-0129 is being issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 18. This announcement is published as total small business set-aside, action in accordance with FAR 52.219-1 and 52.219-6 (THIS MEANS YOU MUST BE A SMALL BUSINESS, QUOTING THE PRODUCT OF A SMALL-BUSINESS MANUFACTURER)The NAICS code is 492210 and the size standard is 25.5M. The offeror shall provide one firm fixed price for New Services with the following specifications: The objective of this effort is to acquire newspaper and magazine subscription services to the Chairman of the Joint Chiefs of Staff and the Joint Staff, though one reliable source. The Contractor shall deliver the requested publications below directly to the Remote Delivery Facility, Pentagon. Delivery shall be no later than 0700 each weekday, excluding Federal Holidays. Factor 1: Past Performance - contractor shall supply three references listing name, address, poc, phone number and e-mail address. Factor 2: Price. FAR 52.212-3, Offeror Representation and Certifications - Commercial Items. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) Company's complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery / availability of product / s, the company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote. Any and all questions must be submitted 5 days before close of solicitation. No questions will be accepted after than time.
