- Description
- The U.S. Army RDECOM Contracting Center, Aberdeen Installation Contracting Division intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of maintenance, training, and support of Serena Dimensions Software. These services are required to support the US Armys need for an Application Lifecycle Management (ALM) solution software, capable of being web-based, operate on a thin client, and store and maintain application development data in an Oracle database. The original software was purchased from Serena, through ImmixGroup (Serenas GSA schedule holder) under contract W91ZLK-09-P-0473, and the services outlined above were performed by Serena software as a subcontractor to ImmixGroup. As Serena Dimensions software is the best value manufacturer which produces ALM software, and they have been determined to be the best value for performing the necessary customization and user training necessary to implement the ALM solution for the US Army, the RDECOM Contracting Center has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the requirements described herein may submit a response no later than May 15, 2009, 12:00 PM to be considered. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
