Description
This is sole source procurement for an emergency interim contract under the: Only one responsible source and no other supplies or services will satisfy agency requirements (FAR 6.302-1) and Unusual and compelling urgency (Far 6.302-2). The associated NACIS code is 621610. The West Palm Beach Department of Veteran Affairs Medical Center (WPB VAMC) intends to award an interim contract as a sole source contract for 90 days with one (180 days) option to extend to Gentiva Health Services to avoid interruption in patient care and a severe backlog of services until a new contract solicitation is issued and new contract award to one or more possible bidders is awarded. WPB VAMC has a need for continuity of Skilled Home Health Services in accordance with Health Care Resources Contracting-Buying Title 38 U.S.C., as outlined on VA Directive 1663. WPB VAMC is currently providing care to eligible and entitled veterans requiring approximately 1,900 Skilled Nursing Home care visits and 131 Physical Therapy visits per quarter. Skilled Nursing Care Services is provided to our patients in the community who require continued medical attention, but are not at the level of needing inpatient treatment. The current contractor, Gentiva Home Health Services is able to supply the staff and resources required for the completion of the required services. The WPB VAMC and Community Based Outpatient Clinics (COBC) do not have sufficient staffing to handle the present and growing volume of patients needing the required services. The contractor provides the needed staffing, scheduling and supervision to handle the extra load. Gentiva staff have completed the required background security checks, signed a BAA as well as any all statue security requirements. Gentiva is found to be the only source that will satisfy the agency requirements. This notice of intent is not a request for competitive quotes or proposals; however, any firm that believes it can meet these requirements, should monitor this website for an announcement that will be posted within 90 days requesting competitive bids for these services. Written responses will be evaluated; however a determination by the Government not to compete this interim contract based on responses to this announcement is solely within the discretion of the Government.
