Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13 as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation Reference DG1351-09-RQ-0118(GJB). This solicitation document incorporates the Statement of Work, provisions and clauses. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-32, effective on March 31, 2009. The associated North American Industrial Classification System (NAICS) code for this procurement is 315999 with a small business size standard of 500 employees. This requirement is a Small Business set-aside and only qualified offerors may submit quotations. The Department of Commerce, Bureau of Industry and Security (BIS) has a requirement for 275 escape hoods that would be used for respiratory protection in the event of a chemical or biological agent exposure. Hoods must allow a wide field of vision and a nose cup breathing interface that enables verbal communication while wearing the hood. The hood must be a universal fit devise. See Statement of Work for specifications of the escape hoods. Delivery is required 30 days from award. Delivery and acceptance is FOB Destination to Department of Commerce/BIS, 1401 Constitution Avenue NW, Washington, DC 20230. The following FAR clauses and provisions apply to this acquisition: FAR 52.212-1,Instructions to Offerors-Commercial Items, FAR 52.212-2, Evaluation-Commercial Items, the following factors must be used to evaluate offers: technical capability of the item offered to meet the Government requirement and price. Award will be made to the lowest price technically acceptable, FAR 52.212-3, Offeror Representation and Certifications-Commercial Items, FAR 52.212-4, Contract Terms and Conditions-Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. STATEMENT OF WORK REQUIREMENT FOR PROTECTIVE HOODS TO BE USED FOR CHEMICAL, BIOLOGICAL OR RADIOLOGICAL NUCLEAR INSTANCES OVERVIEW The contractor must provide protective hoods to be used for chemical, biological, or radiological nuclear instances in accordance with the product features and specification detailed herein. PRODUCT FEATURES AND SPECIFICATIONS A. Classification Hooded Chemical Biological Radiological Nuclear (CBRN) Respirator B. Protective Capability The hood must have a high capacity filter and a vapor-tight hood and nose cup for head, eye and respiratory protection. The hood must be a universal fit device, an advanced chemical resistant hood with integrated visor, OmniFit® nose cup, filter cartridge and neck dam. C. Protection Factor The respiratory protection factor must meet U.S. Department of Defense performance requirements. 95% pass at 1000 PF and 80% pass at 20,000 PF. D. Filter Performance The performance of the unit must be equal to that of the standard U.S. Army C2A1 canister. E. Key Components The unit must be comprised of a chemical resistant hood with integrated visor, mouthpiece, neck dam and filter cartridge. F. Hood The hood must protect the entire head and be made from Zytron® 300 a light weight, highly chemical resistant fabric. The hood must accommodate large head sizes, a full head of hair and eyeglasses. G. Visor The hood must have a large visor which has a permanent anti-fog coating and provides the wearer a maximum field of review and reduced glare. H. OmniFit® Breathing Interface The wearer should be able to breathe by means of an OmniFit® nose cup, which is sealed through the front of the hood and attached to the chemical-biological filter cartridge. The OmniFit® breathing interface must designed to provide a universal fit. Neckdam The elastic neck dam must be made of neoprene rubber which seals the hood interior from the external environment. The neck dam must automatically adjust to fit more than 95% of the adult population. I. Filter Cartridge The filter cartridge must be positioned in front of and below the wearer's mouth. The cartridge must be packed with military grade ASZM-TEDA carbon. A P100 filter must be sealed to the front of the cartridge. K. Packaging/Shelf Life The unit should be compact (3.75" x 4.75" x 7.75" package size) and can be donned in seconds (30 seconds or less average). Each unit must be individually packaged and sealed in dual non-reusable vacuum bags and has a 5 year shelf life. Bar coding must be provided by vendor. Fit testing, maintenance and decontamination are not required. L. Failure to include the certifications along with a price quotation or to complete the certification on the internet may result in elimination from consideration for award.
