- This is a Pre-Solicitation Notice. This solicitation will be issued on an unrestricted basis. The acquisition is being conducted using full and open competition (unrestricted). The National Park Service is issuing a solicitation for a Firm Fixed Price Lump Sum (FFPLS) Contract to Rehabilitate the Historic Wesleyan Chapel, at the Women's Rights National Historic Park, Seneca Falls, NY. The FFPLS work contemplated under this procurement will include exterior rehabilitation of the Wesleyan Chapel, and related lighting, heating, security and fire protection work, and incidental related work. All work shall be in accordance with the drawings specifications. The solicitation, including the specifications, will be posted to the websites, http://www.fedbizops.gov and http://ideasec.nbc.gov on or about 20 May 2009. No hard copies of the solicitation will be mailed or issued directly from the contracting office. TELEPHONE, EMAIL OR FAX REQUESTS FOR THIS SOLICITATION WILL NOT BE RECOGNIZED OR HONORED BY THE GOVERNMENT. Contractors must be registered in the Central Contractor Registration system in order to receive contract award. As a security precaution, vendors must register themselves through the on-line CCR system. The estimated cost of construction of this project is between $500,000 and $1,000,000 and includes a period of 195 calendar days for completion of all work after award. Davis Bacon wages will be applicable to this project. The solicitation will include two options. Option 1 will be the difference in price in providing hot-dip galvanized carbon steel bar and joint reinforcement in non-historical masonry construction in lieu of stainless steel bar and joint reinforcement. Option 2 will be the difference in price in providing carbon steel structural members in lieu of stainless steel structural members (hollow structural shapes, plate, etc), and adhesive anchors embedded into non-historical masonry. Existing knee braces shall not be removed prior to painting, but shall be painted in-situ. Hollow structural shapes within chimneys shall be hot-dip galvanized. Anchors embedded into historical masonry shall remain as stainless steel. In addition, the solicitation will include an experience clause that the entity (whether it is the prime contractor and/or a first tier sub-contractor to the prime contractor and/or their employees must have completed a minimum of three projects in the last seven (7) years demonstrating experience in rehabilitating historic structures, installation of mechanical, electrical and automatic fire protection systems within historic house museums, and in compliance within historic structures and in compliance with the U.S. Secretary of the Interior's Standards for Treatment of Historic Properties. To gain a full understanding of the requirement, interested contractors are strongly encouraged to attend the site visit to view the location where the work will be performed. A formal pre-bid conference and site visit for this solicitation is scheduled for Thursday, June 4, 2009 at 10:00 AM, local time at the Wesleyan Chapel, Women's Rights National Historic Park, Seneca Falls, NY. Each contractor may send up to two (2) attendees to represent their company at the site visit. Interested contractors who plan to attend the conference and site visit must email the following information for all who plan to attend the conference and site visit: 1) attendee's full name, 2) company name and address, 3) office/cell telephone number and 4) email address.. Participation in the conference and site visit is the responsibility of the offerors and are not directly reimbursable by the Government.
