Also include DUNNS, CAGE and Tax Identification Project BLISS Statement of Work 2/10/09 1Introduction 1.1Background Air National Guard bases around the country are home to high dollar assets such as fighter and cargo aircraft. Due to the current defense budget, the Air National Guard has insufficient funding to adequately guard these aircraft. Radar and camera systems have been installed at some facilities in an attempt to multiply the force to better secure these assets. Unfortunately, radars and cameras are insufficient to completely guard most bases. Blind spots such as hills, valleys, trees and buildings create vulnerabilities in the defenses that can be exploited by terrorists. To plug these holes an Unattended Ground Sensor (UGS) system is required. The selected system must detect personnel and vehicles, have a naturally low false alarm rate, be self forming and self healing, be easy to use, be easy to integrate with radar and camera systems and must have low maintenance costs. 1.2Purpose The Air National Guard desires to integrate such a UGS system into one of its bases to test the viability of such a system in helping protect its flight line assets. In particular the purpose is to install a system that will provide surveillance of rugged terrain that is difficult to observe with radar or cameras. If successful, this system could form the template for protecting all bases across the country. 2General Requirements 2.1Program Management The contractor shall perform administrative, technical, and financial management functions during the course of this effort and shall maintain a status of their effort towards achieving the objectives, including all technical activities and efforts, problems/deficiencies, impacts, and recommended solutions. Documented management processes and practices will be utilized to perform the program work.
