- II. TUGCON Boxes 1. Tug(s) Required: Request U.S. flag, Jones Act compliant tug(s) with coastwise endorsement for the towage of two (2) barges. Offerors may propose tandem or individual tows the price of the lumpsum should be inclusive of the entire requirement(i.e. moving both barges in any combination from Ingleside, TX to Mayport, FL) Offerors are informed of the following additional requirements: ▪ Barges are required to be towed in accordance with the US Navy Tow manual (See https://www.procurement.msc.navy.mil/procurement/contract/Welcome.jsp). ▪ Specific bollard pull and tug HP requirements are not identified. The US Navy Tow Manual shall be followed. ▪ Minimum tow speed 6 kts maximum tow speed IAW parameters of the Navy Tow Manual SL740-AA-MAN-010 as certified by the Independent Marine Surveyor. ▪ An independent marine surveyor shall be mutually agreed upon. Qualifications of the Independent Marine Surveyor must include previous experience in towing accomplished IAW with the Navy Tow Manual SL740-AA-MAN-010. ▪ Towing company to provide all towing equipment including winches, wire rope, hawsers, bridles, pendants, shackles, links, navigational lights and other associated towing hardware as required. Contractor shall also provide and rig an emergency secondary tow line IAW the Navy Tow Manual SL740-AA-MAN-010 ▪ Barges will be tow ready with the exception of navigational lights. Contractor shall provide navigation lights as required by COLREGS. ▪ Pre-tow conferences: Location/Date: Ingleside, TX two weeks prior to tow; Contractor and Independent Marine Surveyor to be in attendance(This is not a reimbursable item it should be priced into the lumpsum). 2.Description of Tow: Barge Particulars: Barge #1: YC1584, Unmanned (http://www.nvr.navy.mil/nvrservicecraft/details/YC1584.htm) Length:110 ft Beam:32 ft Draft:8 ft Barge #2: YC1667, Unmanned (http://www.nvr.navy.mil/nvrservicecraft/details/YC1667.htm) Length:110 ft Beam:32 ft Draft:7 ft *NOTE: Tandem Towage is acceptable. *NOTE: Offers may be given for either individual tows in direct continuation and/or a tandem tow. Or any other combination the contractor feels beneficial to the Government as described in VIII(e) of the proforma. The Government will award, if at all, to the offer(s) that represent the evaluation criteria described below. 3. Port(s)/Place(s) of Departure: Ingleside, TX 4. Laytime: 2 days SSHEX 5. Port(s)/Place(s) of Destination: Mayport, FL 6. Laydays:Commencing:22 June 2009 Cancelling:30 June 2009 EXCLUDING: 26,27,28 June 2009 Notice of Readiness may only be tendered(At Departure and Destination Port(s)/Place(s) during normal (08:00 to 17:00 local) working hours(SSHEX).
