- MEMORANDUM FOR THE FILECOMMUNITY NURSING HOME (CNH) VISN 1 CONTRACTING, PROVIDENCE, RHODE ISLAND JUSTIFICATION AND APPROVAL FAR 6.302-1 1.CONTRACTING ACTIVITY: US Department of Veterans Affairs, Veterans Integrated Service Network (VISN 1) Contracting, (Veterans Affairs Medical Center (VAMC) Providence, facility 650). 2.DESCRIPTION OF ACTION: This is a sole source procurement for Community Nursing Home (CNH) Services with Orchard View Manor, East Providence (Riverside), Rhode Island under the coordination and direction of the Geriatrics and Extended Care (GEC) Service at VAMC Providence. 3.DESCRIPTION OF SUPPLIES AND SERVICES: Community Nursing Home Services. 4. AUTHORITY CITED: a.41 USC 253(c)(1) and 38 USC 1720 b.FAR 6.302-1, c. VAAR 806.302-1 5.REASON FOR AUTHORITY: PL 88-450, PL 106-117 and 38 USC 1720 create the expectation that qualified veterans will receive Community Nursing Home (CNH) services in their community. This entails placement of the veteran in a facility that is in proximity to the veteran's home or place of residence or in proximity to where the veteran's family or social connections are found. Contracts and agreements under the referenced authority carry out the essential purpose of providing nursing home services to the veteran in the veteran's social community. 6.EFFORTS TO OBTAIN COMPETITION: None. The requirements memorandum from the GEC Coordinator/Contracting Officer Technical Representative (COTR) and documentation support this procurement action. See paragraph 9 below. 7.MARKET SURVEY: The GEC Coordinator/Contracting Officer Technical Representative (COTR) monitors and balances the needs of the patient population with the known availability, capacity of qualifying CNHs and Government resources. 8.INTERESTED SOURCES: No other known CNH source has expressed interest in this action. The procurement action was posted to the Government Point of Entry (GPE), FedBizOpps, via Special Notice VA-241-09-RP-0202 dated April 3, 2009. Any responses will be referred to the GEC Coordinator to determine if additional sources capable of satisfying the agency's requirements exist. 9.STATEMENT OF ACTIONS TO REMOVE BARRIERS TO COMPETITION: Proposed contract actions will continue to be posted to the GPE. Interested Community Nursing Homes will be referred to the GEC Coordinator/Contracting Officer Technical Representative.
