Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is W81UBH-9121-R001 and is issued as a Request for Quote (RFQ). Request for Quotes are due by 27 May 2009, 1:00 p.m. Oregon Local Time. The RFQ will result in a firm fixed price contract. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 238210. The United States Property and Fiscal Office of the Oregon Army National Guard is soliciting quotes t o procure the following supply or services: 1.0 Scope of Work 1.1 This project provides for the installation of a 1-1.5 conduit that extends from the Bldg. 6475 to Bldg. 6480 in the Allied Trades section of the building. This project will require the locating, excavating, repairing and extending an existing conduit on the facility. Additionally, from the Armory POP to the MDF there will be plenum conduit run and populated with fiber optic cable terminated with ST connectors. Please see below for details. Work will be performed between the hours of 8am 3pm Monday through Friday. 1.2 Scope of work A.Approx. 500ft. of single mode cable and approx. 450ft. of 3/4 Conduit. B.150 ft. of Carlon 1 PVC rated inner duct C.Install 1 6 strand of single mode optic fiber D.Install 1 1 conduit from Bldg. 6475 switch room to Bldg. 6480, electrical service room located in Bay 190B in a room off the carpenters work area. E.Terminations will be made using ST connectors F.All fibers will be tested to industry standards G.2 walls will need to be drilled through in Bldg. 6480 H.Test and proof fiber cable backbone I.2 corning buffer tube fan out kits 25 in. 6 strand J.12 corning connector ST anaerobic SM Cer/Comp K.2 Corning adapt plate 06 ST Fiber Single-Mode 50u L.4 Hubble marine grade receptacle box M.3 Unistrut 10 foot section N.1 EMT misc. fittings 1 1/2' O.32 EMT 10 foot section 1 P.All other small details and extras will be routed through Bill Totten at 503-557-5241. He will also be the Point of Contact for the whole project. 1.3 Installation Methodology All work will be completed to conform to: Manufacturers specifications Latest edition of the National Electrical Code Latest edition of the National Electrical Safety Code ANSI/TIA/EIA-568-B.1, Commercial Building Telecommunications Cabling Standard, Part 1 General Requirements TIA/EIA-569-B, Commercial Building Standards for Telecommunications Pathways and Spaces ANSI/TIA/EIA-606-A, Administration Standard for commercial Telecommunications Infrastructure ANSI-J-STD-607-A Commercial Building Grounding (Earthing) and Bonding Requirements for Telecommunications All local codes and ordinances NOTE: Where a conflict exists, local codes and ordinances will supersede all other requirements. 1.4 Excess Materials Any excess materials leftover from the new installation, will be given over to the ORARNG DCSIM-CE. 1.5 As-Builts Upon completion of the project, the contractor will provide an as-built package that contains the new conduit locations on a map. 2.0 Delivery Schedule The work must be complete within 30 days from the delivery of award to the contractor. Location: Camp Withycombe Clackamas, OR 97015 The Offerors must be registered on the Central Contractors Registration database (CCR). Information concerning CCR requirements may be viewed via the Internet at http://www.ccr.gov or by calling the CCR Registration Centers at 1-888-227-2423. Only contractors who are registered in the Central Contractor Registration (CCR) can be awarded a contract. Offerors must have electronic funds transfer (EFT) capability. Offerors proposals shall be valid for a minimum of 30 days to be acknowledged in the offerors proposal. 52.212-2 Evaluation of Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be the lowest priced offer which is both technically acceptable and shows satisfactory past performance.
