TECHNICAL SPECIFICATIONS LOWER GRANITE- CLARKSTON NATURAL RESOURCES Compact Dump Truck INTENT The government intends to purchase and receive delivery of a 2009 compact dump truck no later than August 4, 2009. The following specifications pertain to the dump truck for use at Clarkston Natural Resources, Clarkston, Washington. Vehicle maneuverability, towing capabilities, and warranty advantages may be considered in addition to price. 1.0COMPACT TRUCK (CAB & CHASIS) REQUIREMENTS The dump truck shall be a 2009 4wd Dodge 5500 or approved equal. It shall have a diesel engine that produces a minimum of 610 ft\lbs of torque and 305 horse power. A gas motor will not be accepted in this Request for Quote due to the torque, engine breaking, and mileage requirements needed to complete the work efficiently and safely. This diesel engine shall have a factory certified exhaust brake or approved equal, designed to slow the vehicle when transporting heavy loads down steep grades. This vehicle shall be equipped with heavy duty 750 ampere dual batteries and heavy duty 220 ampere alternator. This truck must have a minimum GVWR of 18,750. The safety manual can be accessed via the Internet at: http://www.hq.usace.army.mil/soh/em385/current/current38511.htm 2.0DUMP BODY AND HOIST REQUIRMENTS This dump box shall be a 9.5ft Rugby Eliminator Dump Body with a HR540 hoist or approved equal, powered by an electric hydraulic pump delivering a minimum of 10 tons lifting weight. This dump box shall be installed on a 60 cab to axle frame. This dump box shall be 9.5ft long and capable of hauling over 3 cubic yards of dirt. Additional storage boxes shall be mounted to the frame in front of each rear tire under the dump bed. These storage boxes portion shall have lockable compartments. The truck shall be delivered to Clarkston Natural Resources no later than the close of business on August 4, 2009, ready to work, with a completely operational dump and accessory boxes. The successful offeror shall install a utility dump box on the cab that satisfies, at a minimum, the following specs. DU-9.5-4S96NTN 9.5 FOOT 3-4 YARD DUMP BODY DIMENSIONS:Length 910 outside and 96 inside Width 96 outside and 86 inside Inner side height 17 High Inner tailgate height 23 High RATED CAPCITY3.62 cubic yard nominal (water level load) 4.84 cubic yards with 6 side extensions A.FLOOR AND UNDERSTRUCTURE Floor shall be fabricated from 8 ga. (instead of standard 10 ga.) steel that incorporates a center bottom side seam weld to give a smooth interior surface. Floor sheet is formed with large radius at base of each side and continues to top of side for clean, uninterrupted look that will not hold back debris. Rear edge of floor sheet is reinforced to prohibit deflection and maintain a positive, long lasting tailgate seal. The understructure to be of stacked structural design for maximum load support. Long-sills shall be 5 structural C-channel. Cross sill shall be 3 I beam, spaced approximately 12 apart (instead of standard 16) and reinforced with gussets. Rear apron shall be 8 high, full-width design and made with 10 ga. steel. Rear apron to include 3 FMVSS 108 compliant clearance lamps mounted in shock resistant rubber grommets to maximize bulb life. F.CAB SHIELD Fabricated from 10 ga. material has slotted viewing window and extends forward approximately length of cab. C.BODY FRONT & SIDE Front shall be fabricated from 10 ga. Steel or heavier. Front to be seamless one-piece design with triple bend top rails for long-term durability. Working height of front shall be 23 above floor, which matches rear tailgate. Front shall include forward-facing clearance lights at each corner. Sides shall be fabricated from 10 ga. inner walls and 12 ga. outer wall, grade 50 steel Double walled design incorporates rigidity and shall reduce the appearance of dents. Side design includes fully boxed 45dirt shedding top rail and a 50 sloped bottom rail for a completely self-cleaning profile. Sides include three 6 wide vertical braces per side, which are matched with weep holes on side panels to eliminate entrapment of moisture and prevent internal rust formation. Rear corner posts to be 9.33 wide at the top and 13.33 at the bottom with a 10 slope. Full depth boxed rear corner posts to be 5 deep with hardware concealed. Sides are equipped with front and rear 6 board pockets with retaining holes, board pockets are designed for 2 nominal lumber. The dump body shall be painted black with industrial paint D.TAILGATE Shall be fabricated from 10 ga. steel with fully boxed dirt-shedding top and bottom rails and incorporates 2 vertical braces to provide additional strength and rigidity. Shall slope inward 10 and recessed flush with rear edge of corner post for a distinguished, eye-catching appearance. Tailgate shall be of double acting design incorporating Rugbys patented E-Z LATCH system with cam action to draw in annoying miss-aligned upper tailgate pins. E-Z LATCHES are easily accessible from the ground and are located on sides of left and right corner posts to promote operator safety. The lower tailgate latch quick release handle is located at the left front corner of the body. Tailgate top pins are 1.25 and bottom pins are 1.00 diameter. Shall include proof coil chain and banjo-eye slotted holders in corner posts to allow the tailgate to lay flush with the floor and for spreading applications. E.LIGHTS & WIRING All lamps/reflectors exceed FMVSS 108 requirements. Lamps shall be flush mounted in shock resistant rubber grommets to maximize bulb life. Each rear corner post shall include a rear facing auxiliary stop/turn/tail lamp for improved visibility and operators safety. Color-coded wire harnesses shall be provided to minimize installation time. F.DESIRED OPTIONAL DUMP BOX FEATURES AND REQUIRED UPGRADES cab shield with slotted viewing windows and LED lighting. 8 ga. steel floor with cross sills on 12 centers and 6 side extensions Triple metering gates mounted in tailgate. Two locking storage boxes located on the passenger and drivers side. These boxes shall be mounted on the frame underneath the dump box. The boxes shall be the largest available size that will fit between the rear tire and the cab, preferably greater than 40. Heavy Duty Class IV tow-package, including heavy duty receiver and a 2 5/16 ball G. HOIST SPECIFICATIONS This hoist shall be a HR-540 hoist or approved equal, powered by a single 12 volt electric hydraulic pump, gear type, delivering a approximately 10 tons of lifting weight and capable of pumping a maximum of two gallons per minute with relief valve set at 3200 PSI. The controls shall be of push button type with a ten foot long control cord. The successful bidder shall install a hoist on the dump box that satisfies, at a minimum, the following specs. HR-540 HOIST or approved equal NTEA rated and classified. The hoist shall be a combination of double arm and scissor design. Hoist shall be fabricated of high strength steel. Mounting height shall not exceed 10.5 with sub-frame. Cylinder to be a minimum of 5 diameter with 20 stroke. Cylinder rod is to be 2 diameter and chrome-plated to prevent rusting. Oil ports on cylinder are to be of O-Ring type. Hoist to have all screw in type grease zerks to lubricate pivot points. Zerk lubricated rear hinges to be of angle type with tabletop brackets on each side and 1 hardened pivot pins. Body prop to be incorporated into hoist frame to support unloaded body when maintenance is required. Sub-frame to be of C channel design 4 high x 3 wide with 3/16 wall thickness. Sub-frame welded at all joints and set with a dump angle not less than 50. Sub-frame to have fuel inlets knock outs in side of sub-frame to allow fuel spouts to be routed through the side. 3.0TRAINING & DELIVERY Upon delivery of the equipment, a factory authorized service technician will be required to give a minimum two hour hands-on training of the recommended operation and maintenance of the vehicle and all its attachments. This training shall include comprehensive instructions on preventative maintenance and operation of this dump truck. The training shall be conducted at the Clarkston Natural Resource office for a maximum class size of ten people. At a minimum, the successful offeror shall provide an operation and maintenance manual for the truck and dump bed, written in English. 4.0WARRANTY The truck with a completely operational dump/utility, ready to work, shall be delivered to Clarkston Natural Resources no later than the close of business on August 4, 2009. The contractor shall deliver, unload, set up the dump truck for operation and insure that all fluids are filed to their maximum operating levels. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Clarkston Natural Resources. The delivery, set-up, and training cost shall be included in the total quote. Shipments are received only during normal business hours Monday-Thursday 6:30AM - 5PM, excluding holidays. Upon award of contract, the contractor shall contact Mr. Norm Rhoads to schedule delivery.
