- 1.0INTENT The following specifications pertain to the purchase of a Heavy Duty Sluice Gate for use in the adult fishway at Lower Granite Lock and Dam. 2.0SCOPE The Contractor shall be required to fabricate and deliver a Heavy Duty Sluice Gate to Lower Granite Lock and Dam by the date shown in Section Shipment and Delivery. The contractor shall also provide documentation, product manuals, drawings and other items as stated in the specifications. 3.0HEAVY DUTY SLUICE GATE The Heavy Duty Sluice Gate shall be equivalent to part number 44970A 119E: 36 x 48, manufactured by Armco Steel Corporation. The frame shall be a direct bolt replacement to part number 45028A: 36 x 48, also manufactured by Armco Steel Corporation. See attached Armco Steel Corporation drawing number 73692205 for bolt pattern. The contractor shall furnish a heavy duty cast iron sluice gate assembly as listed on the Gate Schedule and detailed on the manufacturers drawings. The cast iron slide gate assembly shall include the gate, frame, guides, blocks, stem block and wedges. The existing lift, stem, stem guides and wall thimble will be reused. Quantity = 1 each; Size of Opening = 26 inches by 48 inches; Gate Type = Not Self-Contained; Maximum Operating Head (Seating Operating) = 100 feet; Maximum Operating Head (Unseating Operating) = 42 feet; Bottom Type = Standard 4.0SYSTEM REQUIREMENTS 4.1GENERAL The Heavy Duty Sluice Gate shall be designed for a maximum operating head of 100 feet seating and 42 feet unseating. Materials used in construction of the gate and associated parts, shall be of the type best suited for the application and shall conform to current ASTM specifications. 4.2SYSTEM REQUIREMENT 4.2.1 Slide The gate slide shall be cast iron and shall be of one-piece construction. The slide shall be rectangular in shape with integrally cast vertical and horizontal reinforcing ribs. A heavy reinforcing rib along each side shall be provided to ensure rigidity between side wedges. The slide shall be designed to operate under maximum specified unbalanced head with the minimum safety factory of five (5). Guide tongues along each side of the slide shall be machined all over. A nut pocket shall be cast on the vertical centerline of the gate and shall be provided with a threaded block for attaching the stem to the slide. Pads for side wedges and top and bottom wedges, when required, shall be integrally cast on the slide and machined to receive the adjustable wedges. 4.2.2 Frame and Guides The gate frame and guides shall be cast iron and shall be a one-piece integral casting. Guide grooves shall be machined on all contact faces. Overall clearances with slide tongue shall be not more than 1/8 inch. Faces for mounting of wedging devices shall be fully machined. Guide grooves shall be of such length as to support the entire length of the slide when it is in the full, open position. The frame shall allow for full slide and inverted wedge assembly to compress slide plate when gate is fully open. Frames with a spigot-back arrangement are not acceptable. All wall thimble-mounted gates shall have a square or rectangular flanged-back frame. The frame shall be fully machined and drilled to match the wall existing thimble and bolt pattern. 4.2.3 Seating Faces Corrosion-resistant seating faces shall be mounted around the perimeter of the slide and frame. They shall be impacted into dovetail slots and held in position without use of screws or other fasteners. After mounting, they shall be machined to a plane with a 63 micro-inch finish or better. When the slide is in the fully closed position and wedged in position against the frame, maximum clearance between seating faces shall not exceed 0.004 inch. 4.2.4 Wedges Each gate shall be provided with a sufficient number of wedges to provide a practical degree of water-tightness. Side wedging devices shall be designed to make full metal-to-metal contact with the overhung portion of the frame-mounted wedge block. Wedges shall be fully adjustable and keyed to prevent any lateral rotation. Side wedges shall be machined with angled faces and secured with a stud bolt to prevent any slippage during operation of the gate. Gate shall be designed with adjustable top and bottom wedges attached to the frame and slide. The top and bottom wedges shall be mounted in a machined slot and bolted to the slide to prevent lateral rotation. All contact faces of wedges and wedge blocks shall be precision-finished with 63 micro-inch finish or better. 4.2.5 Fasteners All anchor bolts, studs, assembly bolts, cap screws, nuts and adjusting screws shall be of ample section size to withstand the force created by operation of the gate under full heads of water specified and shall be stainless steel. 4.2.6 Cleaning and Coating Cleaning and coating shall be performed at the manufacturers plant. Rust, mill scale, dirt and grease shall be removed by commercial blast cleaning (SSPC SP-10) method. Paint shall be manufacturers standard. 5.0SUBMITTALS AND EVALUATION OF QUOTES In accordance with FAR Clause 52.212-2 (EvaluationCommercial Items) listed in this solicitation, all quotes must be accompanied by submittals. Submittals shall include copy of system drawings, manufactures catalog cuts, O&M manual, specification sheets, material certifications, and warranty (as applicable) to allow the Contracting Officers Technical Representative (COTR) to be able to determine whether or not the submitted product meets the specifications. Contractor shall submit drawings (to include bolt pattern) and specifications for acceptance prior to fabrication. 6.0WARRANTY Each system shall be covered by a minimum one-year warranty on all parts, labor and workmanship from factory defects. 7.0OPERATION, MAINTENANCE MANUALS AND DRAWINGS Five (5) complete copies of the Operation and Maintenance Manual will be required for each type of system. The manuals shall include instructions on the installation, operation, maintenance, repair, troubleshooting, warranty of the systems and a list of recommended spare parts. They shall also include As-Built drawings showing all system components, part numbers, one line diagrams and system outline. Electronic CAD As-Built drawings shall also be provided on a CD. Any information pertaining to models or components not supplied under this contract shall be crossed out. Also included shall be the name, phone and fax numbers and email address of the contractor, manufacturer, and a distributor where spare parts and filters can be purchased. The following identification shall be inscribed on the covers: OPERATING AND MAINTENANCE INSTRUCTIONS Contract name LOWER GRANITE DAM Name of the Contractor Contract Number 8.0SHIPMENT AND DELIVERY All items shall be delivered FOB to Lower Granite on or before December 7, 2009. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Granite Dam. No shipments are allowed other then normal business hours of Monday-Thursday 6:30AM-5:00PM, excluding holidays.
