- Description
- The General Services Administration, Public Building Service, Boston Service Center, Boston, MA intends to issue a sole source contract modification in accordance with FAR 6.302-1 to extend Contract Number GS-01P-03-BWC-0071 for up to a six (6) month performance period beginning June 1, 2009. The current contract provides operation and maintenance services for the Frederick C. (FC) Murphy Federal Records Building, 380 Trapelo Road, Waltham, MA 02452. The current contract expires May 31, 2009. The Government is in the process of conducting market research and soliciting the mechanical portion, which includes landscaping and snow removal, of this contract. The process is taking longer than anticipated due to changes in requirements, and interest from NISH. Therefore, this sole source extension is necessary to bridge the gap between the current contract and new award to ensure continuity of services and support the transition to a new competitive award. The Description of the work to be performed: The Contractor shall be responsible to provide all management, supervision, labor, subcontractors, materials, supplies and equipment, and shall plan, schedule, coordinate, and assure effective completion of all services described within the current contract. The contractor shall be fully responsible for providing all customer service, cleaning, mechanical operations and maintenance, incidental repairs, minor repairs, landscaping and quality control at the FC Murphy Federal Records Center, Waltham, MA. The period of performance will be six (6) months. The statutory authority permitting other than full and open competition is 41 U.S.C 253 (c)(1) as cited in FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” This extension is issued to facilitate continuation of services. A lapse in service will have a detrimental effect on the ability of the General Services Administration to provide building services to federal agencies in the New England region. This extension will provide services without disruption for the operation of facilities of this size and complexity by a firm that is familiar with the equipment and hold current security clearances. Northern Management has been performing these services since 2003 and is fully capable of continuing to perform for the additional 6-month performance period. This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can meet these requirements within the prescribed time frame with, it may give notification via e-mail to Kevan Kivlan, Contract Specialist, at kevan.kivlan@gsa.gov no later than May 12, 2009, 10:00 a.m., EST. The Government will review all responses, without prejudice; whether or not the Government initially determines that another firm is fully qualified to fulfill the requirements.
