- The National Institutes of Health’s (NIH), Division of Library Services (DLS) is conducting a market survey to determine the availability and potential technical capability of qualified Small Business Concerns; 8(a) Small Businesses; Woman-Owned; Small Disadvantaged Businesses; HUBZone Small Businesses and Service-Disabled Veteran Small Business Concerns with the capabilities to fulfill this requirement. The vendor should be able to furnish the Library and other libraries or groups affiliated with the NIH with the qualified personnel, field management, facilities, equipment and supplies to serve as a clearinghouse for payment of publisher invoices as well as to place a limited number of new and renewal subscriptions to domestic and foreign serials and periodicals in printed and/or electronic format. The NAICS code for the intended procurement is code 519190. Related services, reports and 24 hr Internet access to the contractor’s online database will also be required. The NIH Library anticipates annually having generating between 130-150 publisher invoices totaling approximately $4.5M; In addition the NIH Library anticipates placing new or renewal orders for approximately 700 unique serial titles covering scientific, technical, and medical and business subjects. These subscriptions are almost entirely for online journals or if necessary print plus online journals. Fewer than 30 titles are acquired exclusively in print. Payment of invoices and procurement of the aforementioned online and print journals will be handled by the successful contractor. The contractor must be able to provide: 1.A web-based serials management system with accurate, up to date, and complete information accessible to its customers 24/7. The offeror’s system must have the following features: a.Complete data on all journals considered for acquisition (if a title is not in the agent’s database, it must be added within 2 days). Complete data means: Title Publisher ISSN Country of publication Publication frequency Subscription period Available formats Volume Price Invoice-item number/date Bill-to address Ship-to address for print Account number charged Customer subscriber number (assigned by publisher) Restrictions or terms for institutional subscriptions clearly stated – e.g. online available only if purchased with print. Subscription status – e.g. irregular, discontinued, slow) b.Ability for customer to generate sortable reports (Excel spreadsheets) using any of the above fields in any combination as needed. c.Ability to capture, store and display all bibliographic and financial transactions in the customer’s account for the previous five years d.Title information clearly and accurately indicates customer’s order history e.Ability to capture and report (as an Excel spreadsheet) all titles ordered by the customer in the previous year; this report also must identify which purchase mechanism (credit card, purchase order, check) agent used to acquire the title on behalf of the customer f.Ability to clearly distinguish payment for a subscription placed by the offeror and one placed directly by the customer but paid by agent g.Use of standard currency conversion rates when processing invoices in foreign currency. If rate used on invoice to customer differs markedly from rate found using a standard online converter, a clear explanation must be provided h.Ability to interface with the customer’s integrated library system using standard EDIFACT transfer, or a future standard that may be developed and adopted i.Ability to support transmission of purchase orders claims and invoices electronically 2.The ability to accept and pay any publisher invoices within two weeks of receipt on behalf of customer, whether or not the resource is subscribed to through the agent; and invoice customer within one week of payment to publisher. 3.Customized support for acquisition and use of online journals including, but not limited to: a.Managing and transmitting to publishers’ accurate customer IP range information specific to each title and publisher; b. Acknowledging access problems upon receipt of notification (at minimum the same day sent) and resolving them within 48 hours of notification of problem. 4.A representative who has the authority to resolve problems arising in the DLS account. The representative or an alternate must be available Monday through Friday from 8:00am to 6:00pm EST/EDT. She/he must be available for site visits, as well as by telephone or e-mail to resolve problems and provide updates. 5.The ability to accept orders for new subscriptions at any time during the year. Publisher permitting, renewed subscriptions shall be handled on a January through December calendar year basis, and shall terminate December 31, 2010 (2011, 2012, 2013, 2014) 6.The ability to provide all material published within a given subscription year and to automatically supply all special issues and unnumbered supplements included in the subscription price. When not included in the base subscription, agent must make customer aware of the availability and cost of special issues and supplements published in conjunction with subscribed titles. To be considered as a viable source, interested firms must provide information and evidence which clearly reflects their corporate capability and organizational experience in providing the type and magnitude of subscription service described herein. The Government anticipates that there will be one contract award for this requirement. Interested firms must provide information which states the business size, annual receipts (average gross revenue) for the last three (3) fiscal years, and whether or not the firm has been approved as a small business or small disadvantaged business by the SBA under the applicable NAICS code. Capable firms should provide three (3) copies of a capability statement and supporting documentation to the above noted address by May 20, 2009. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).” This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation.
