Description
NASA/GSFC has a requirement for MODIS Snow and Ice Validation.The MODIS Project requires that the MODIS snow and Ice products be validated and the AirForce Weather Agency (AFWA) desires the use of a MODIS-AMSR-E blended snow product,called ANSA. The MODIS and ANSA snow maps need to be validated at several spatial andtemporal resolutions, and both regionally and globally. To undertake this properly, thefollowing must be accomplished.1. The new gap-filled MODIS snow-cover product must be validated for use in ANSA.2. An important validation site in the Great Lakes region must be studied and thisinvolves comparing extensive meteorological data along with MODIS and ANSA snowinformation3. An interpolation routine must be implemented for the met stations in the Great Lakesstudy area; testing must be done to compare techniques to find an optimum routine;results using PCI and ARCinfo software must be compared.4. Rutgers University monthly snow maps need to be compared with MODIS new monthly snowmaps (that now employ the gap-filled products) so that a climate-data record (CDR)of snowcover can be developed. NASA/GSFC intends to purchase the items from Janet Chien pursuant to FAR 13.106 for theacquisition of supplies or services determine to be reasonably from one source; as thecontractor developed the software and techniques to validate both the regional and globalproducts. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities statement to perform the effortin writing to the identified point of contact not later than 2:30 p.m. local time on May22, 2009. Such statement will be evaluated solely for the purpose of determining whetheror not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
