Description
This is a notice of intent and not a request for competitive proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisitions Branch, on behalf of the National Institute on Mental Health (NIMH) intends to negotiate a purchase order on a noncompetitive basis to Wolters Kluwer Health, Pharma Solutions Division, Chowley Oak Business Park, Chowley Oak Lane, Tattenhall, Chester, CH3 9GA, UK for publication of an AIDS Special Edition to the journal, AIDS. This is a 96-page English language supplement. The services include editing, proof reading, preparation, printing and mailing copies to journal subscribers (up to 500 copies) and online posting. This is the first special edition in an English language scientific journal that addresses AIDS/HIV in the Middle East & North Africa (MENA) regions. It will address specific challenges to HIV prevention in the region, such as vulnerability to infection among commercial sex workers in the Sudan under Sharia law, HIV seroconversion rates among Iranian inmates, and a study of street children in Egypt. In 2007, the National Institute on Mental Health sponsored and co-organized a meeting entitled “Behavioral and Social Sciences Research on HIV/AIDS” in the MENA. The meeting was attended by representatives of the Tunisian Ministry of Public Health and public health professionals from the United States, Tunisia, Democratic Republic of Algeria, Arab Republic of Egypt, Kingdom of Jordan, Lebanese Republic, Libyan Arab Jamahiriya, and Morocco. A result of the meeting was to collaborate and disseminate the current cross-cutting issues in HIV Research for at-risk populations in the MENA. In 2007, publishers were sought to provide such collaboration and dissemination. The journal, AIDS, provided the sole response. In addition, the journal, AIDS, is a highly respected scientific journal for the subject of HIV/AIDS. Period of performance is 12 months. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
