Description
The Department of the Interior (DOI) is seeking to identify contractors who are interested in conducting a Museum Operation Analysis for the Interior Museum. This Sources Sought notice is not an issuance of a solicitation or a request for proposal, and the information presented in this announcement will not obligate the DOI in any manner. The intended NAICS code is 712110 or 541611 with the Size Standard of $7.0M. However, a different code may be suggested, which will be taken into consideration by the DOI. TASKS1.Provide an independent analysis of the activities/functions of the Interior Museum. (Evaluation of current operations due 30 business days after award)2.Interview, in person and on site, five key Interior Museum staff members and no more than six additional stakeholders of the Interior Museum to determine how the current Interior Museum activities/functions are perceived within DOI and the desired future activities/functions of the Interior Museum. (Interview results due 30 business days after award)3.Evaluate how the DOI desired activities/functions relate to industry-wide best practices for museums as specified by the American Association of Museums. (Evaluation of future activities with regards to best practices due 60 business days after award)4.Using this evaluation (task 3), develop a description of future Interior Museum activities/functions to be conducted in the physical space, ensuring compliance with the Interior Museum's mission. (Description of future activities due 60 business days after award)5.Develop a staffing plan based on this description (task 4) of future Interior Museum functions/activities. (Staffing Plan for future activities due 60 business days after award)6.Using the staffing plan (task 5) and descriptions (task 4), develop a concept of the future Interior Museum in terms of exhibitions, programs, and activities in the newly modernized space. (Concept of future Interior Museum due 90 business days after award)a.Space requirements (footprint) within Main Interior Building.b.Configuration of exhibition space.c.Configuration of programmatic space.d.Configuration of office space.e.Configuration of support space (e.g., artifact storage, general storage, restrooms).f.Strategy for sharing public space in the Main Interior Building.7.Prepare an exhibition of concepts (task 6) for display in the Interior Museum from July 1 to December 13, 2009. (Exhibition of plans due 90 business days after award)8.Outline process and costs for transforming concepts (task 6) into working drawings and action plan. (Process and Budget for creating working drawings for construction of future Interior Museum due 90 business days after award) PLACE OF PERFORMANCE: Contractor's site and the Interior Museum, U.S. Department of the Interior, 1849 C Street, NW, Washington, DC 20240. ACCESS HOURS: Monday through Friday, 8:30 am to 4:30 pm Eastern Time, except Federal holidays. GOVERNMENT FURNISHED INFORMATION/PROPERTY: Current policies and procedures, Scope of Collection, Departmental Manual 411, previous studies and analyses of the Interior Museum and its programs. CONTRACT TYPE: Firm-Fixed-Price PERIOD OF PERFORMANCE: Date of award to December 31, 2009 CONTRACTOR SUBMISSIONS Interested parties should submit the following information in their Statement of Qualifications (SOQs): 1) Business name, address, DUNS, cage code, phone number, email address, and socioeconomic classification, including any letters, certificates, or similar documentation indicating such status. 2) Technical capabilities including clear evidence of the firm's experience (list no more than 5 projects and limit one page per project) performing work of a similar type, scope, and nature. The experience should be identified by: contract numbers, government agency/organization issuing the contract, project titles, dollar amounts, current status (completed or in progress with start and completion dates), and points of contacts (both contractor and customer) with telephone numbers, emails, addresses, etc. Indicate if the firm was a prime or subcontractor (if subcontractor on the project, provide prime contractor information). Description of items/services provided under the contract. 3) A positive statement of their intention to submit an offer for the solicitation (if issued) as a prime contractor. 4) Has your firm ever been terminated for cause or default from a contractual arrangement, whether Federal or private sector, as a result of failure to perform, poor quality and workmanship provided, etc.? If so, please provide the specifics. 5) Has your firm, or any firm that you would potentially joint venture or team with ever been determined non-responsible by a Federal Contracting Officer? If so, did the Small Business Administration (SBA) fail to issue a Certificate of Competency to your firm or teaming partners when the matter was referred to SBA for review and consideration? If so, please provide the specifics. 6) Current GSA Schedules appropriate for this requirement. 7) NAICS codes appropriate for this requirement. Firms are reminded of the requirement to register in the Central Contractor Registration (CCR) database (http://www.ccr.gov) and the Annual Representations and Certifications (http://orca.bpn.gov) as required by FAR Subparts 4.11 and 4.12. Interested parties must respond to this notice no later than 5:00PM Eastern Time on May 13, 2009 via email to Alexis_N_Williams@nbc.gov and the email should be entitled "Museum Operations Analysis-Sources Sought". Questions and SOQs submitted by a method other than electronic mail shall not be accepted and shall not be answered. DO NOT SEND GENERIC HARD COPY ADVERTISING OR PROMOTIONAL MATERIALS AS THEY WILL BE DISCARDED. If you have responded to any previous email messages or had other communications with our office regarding preliminary market research for this project, please be advised that it will be necessary for you to respond to this Sources Sought request and the items contained herein. THIS IS NOT A SOLICITATION AND SHOULD NOT BE CONSTRUED AS SUCH. All information is to be provided on a voluntary basis at no charge to the Government. There is no entitlement to payment of direct or indirect costs related to or arising out of responses received by the Government from interested contractors. All information/materials provided to the government will become the property of the Government and will not be returned. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a set-aside either competitive or sole source, or of any guarantee of award or particular acquisition strategy developed.
