- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) intends to negotiate and award a sole source purchase order to Affymetrix, Inc., 3420 Central Expressway, Santa Clara, CA, 950501-0704 for an Affymeterix GeneTitan Instrument. This system will be used to find chromosomal locations for human drug-abuse vulnerability alleles and to identify ways in which they change specific features of vulnerability to drug addiction. Probe arrays with containing either common SNP’s (single nucleotide polymorphism), rare SNP’s, or known CNV’s (copy number variants) will be required for these genetic studies related to drug abuse research. In order to use these arrays and scale up throughput, a fully integrated instrument that automates array processing from target hybridization to data generation will be required. A completely integrated instrument will maximize data reproducibility and laboratory productivity by minimizing user intervention. Specifically, it must include the following items and features: 1) Hybridization oven, 2) Fluidics, 3) Imaging, 4) Computer workstation with monitor and 5) External barcode reader. In accordance with FAR6.302-1, the instrument required by the agency is available from one responsible source, Affymetrix, Inc and no other supplier will satisfy the agency requirements. There are no licensed systems or instruments offered by third party providers that are able to use any components of the Affymeterix GeneTitan Instruments, including arrays. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
