Description
The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of FAR 6.302-1, with Power Trac, Inc. of Tazewell, VA, for the acquisition of U.S. manufactured 1 each Model PT-1850, Power Trac Slope Mower, 65 HP Diesel; Model T3013, 90 inch 3 blade rough cut mower; Model K137, Finish Cut Kit, including shipping to project location in Beech Creek, PA. Machine shall be rated for 45 degree slopes; machine shall be articulated steering; dual bar tread tires for each wheel; hydrostatic, infinitely variable speed drive; self leveling operator seat; ROPS with operator seatbelt; 12 volt electrical system; strobe light; 5# ABC dry chemical fire extinguisher. Power Trac has the only known unit that offers wide tracking, very low center of gravity, two axle machine that can navigate the steep slopes without the sliding off in an uncontrolled manner. It is also large enough, with enough engine horsepower and large enough mower deck to be able to efficiently cut the large areas of grass that exist at the project location. The project also considered the Dew Eze All-Terrain Mower, Model 72LC; the A E B I Terratrac TT75, and the Hustler model 3700. The 72LC was found to be rated at a 34 degree slope and the project location has a few spots that exceed 40 degrees. The Hustler Model 3700 also did not meet the demands for steeper slopes. The Terratrac TT75 was found to be outside of our price range. The Power Trac Model was found to have the best value considering operator safety and estimated cost. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to not compete the proposed acquisition is within the discretion of the Government. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 15, 2009 will be considered by the Government.
