- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This will be a 100% Small Business Set Aside acquisition under North American Industry Classification System Code 541990, with a small business size standard of $7.0M. DESCRIPTION: Commissioning Agent (CA) for Ammunition Supply Point to be constructed at Camp Williams, Riverton, UT. PERFORMANCE WORK STATEMENT: See Attached APPLICABLE PROVISIONS AND CLAUSES: The following clauses and provisions are incorporated by reference. The following clauses within 252.212-7001 apply to this solicitation and any resultant contract: (a) DFARS 252.203-7000 Requirements Relating to Compensation of Former DoD Officials; (b) DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports; (c) DFARS 252.247-7023 Alt III Transportation of Supplies by Sea. (14) DFARS 252.203-7002 Requirement to Inform Employees of Whistleblower Rights: (15) DFARS 252.232-7010 Levies on Contract Payments. INSTRUCTIONS TO OFFERORS: An offeror must propose to execute all phases of the commissioning in a single proposal. The proposal shall include a letter of introduction, section dividers, detailed resumes, sample work products, and the items listed below: a. Company name, address, telephone number and email. Description of business (Sole Proprietorship, Partnership, Corporation, or other, if other, please describe). b. Have acted as the principal Commissioning Authority for at least three projects of similar size and technical complexity. c. Have experience with the requirements and applications of the USGBCs LEED NC Building Rating System and acted as the CA on at least one project seeking LEED certification in the last three years. d. Experience in quality processes. e. Have extensive experience in the operation and troubleshooting of HVAC systems, energy management control systems, electrical grounding systems, security and telecommunication systems. Extensive field experience is preferred. f. Knowledgeable in building operations and maintenance and O&M training. g. Knowledgeable in test and balance of air systems. h. Experience in energy efficient equipment design and control strategies and process field experience. i. Direct experience in monitoring and analyzing system operation using energy management control system trending. j. Excellent verbal and written communication skills. Highly organized and able to work with both management and trade contractors. k. Experienced in writing commissioning specifications. l. The commissioning firm will demonstrate depth of experienced personnel and capability to sustain loss of assigned personnel without compromising quality and timeliness of performance. A list of staff and/or associates who have acted as the CA on projects seeking LEED certification. m. The commissioning firm will be an independent professional firm and neither an employee nor subcontractor of any of the prime contractors, the A/E, nor construction manager on this project. n. Percentage of overall business devoted to commissioning services. o. Length of time the firm has offered commissioning services. p. Average number of commissioning projects per year. q. Indicate all the systems, components and equipment described in PART 1 of the Performance Work Statement for which the firm has provided commissioning services. r. The commissioning firm will demonstrate depth of experienced personnel and capability to sustain loss of assigned personnel without compromising quality and timeliness of performance. Provide a list of staff and/or associates who have acted as the CA on projects seeking LEED Certification. s. List the key individual(s) that will perform as the CA for this contract and describe his or her relevant qualifications and experience. This information is required in addition to any detailed resumes the offeror submits. The contract will require that the individual be committed to the project for its duration, unless separated from the firm, in which case one of the persons listed in paragraph r above will step in. If the CA needs to be replaced, the Government shall have the right to review the replacement with respect to experience and qualifications. The Government shall have the final decision on the replacement. t. Describe what approach you will take to integrate the commissioning in the design review and contraction process. Describe your proposed approach to manage the project expertly and efficiently, including how you would work as a team participant in this construction project and what you will do to minimize adversarial relationships. Describe your reporting techniques and procedures to the general contractor and the Government. u. Provide past performance information for at least three projects of similar size and technical complexity. Include the Contracting Officers name, phone number, email address and a brief description of the project. v. Provide a Schedule of Values indicating individual work descriptions for commissioning activities. Indicate the hourly rate of each member on the team. For each work description indicate: the hourly rate, quantity of site trips, days on the site and total cost of each completed work description. Indicate the subtotal cost for all work descriptions and quantities combined excluding the total travel costs. Combine the total cost of travel and work descriptions to indicate the Total Proposal Amount. PROPOSAL EVALUATION: Proposals will be objectively evaluated. The evaluation will be based on rating the extent and adequacy of the offerors understanding and conformance of the Performance Work Statement. The goal of the Government is to insure the CA (CA) has the ability to perform the tasks described above through a team effort of cooperation, coordination and communication. The team is comprised of the general contractor, subcontractors, design architect, and engineers, inspection and testing firms, CA and the Government. It is desired that the firm designated as the CA satisfy as many of the following requirements as possible. EVALUATION FACTORS: The contract type for this procurement will be fixed price and award will be made on the basis of best value to the government, price and other factors considered. Selection will be based on the following evaluation factors: Technical approach; experience, background and training of the key individuals; past performance and cost. Technical is equally as important as past performance and when combined are more important than cost.
