Compliance Training, Education and Outreach THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE CENTERS FOR MEDICARE & MEDICAID SERVICES (CMS) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of businesses that have the capability to support CMS in compliance training, education and outreach to CMS central and regional offices, Medicare Advantage (MA) and Prescription Drug Program organizations. CMS in interested in responses to this notice from Small Businesses (including 8a companies, Service Disabled Veteran Owned Small Businesses, HUBZone Small Businesses, Woman-owned Small Businesses and Small Disadvantaged Businesses), as well as Large Businesses. The responses to this notice will be used to help determine our contracting strategy The contractor shall provide necessary compliance training, education and outreach to CMS staff, internal and external stakeholders. The primary responsibility of the Contractor will be assisting in the development and implementation of compliance training, education and outreach models, tools and protocols related to compliance effectiveness programs and audit redesign. The training, education and outreach models, tools and protocols will extend to internal and external stakeholders via webinars, compliance and enforcement conferences and on-line training sessions. This operation requires training facilitators to have knowledge of the Medicare Advantage and Prescription Drug programs as well as an understanding of the needs of CMS internal and external stakeholders. DESCRIPTION OF TASKS Tasks under this potential action will focus primarily on assisting in the development and implementation of compliance training, education and outreach models, tools and protocols related to compliance effectiveness programs and audit redesign. More specifically, offerors will be required to demonstrate that they have extensive and successful experience in providing a full-range of key activities in support of CMS training, education and outreach. These tasks include:  Establishing, analyzing, designing, developing, implementing, testing and evaluating training, education and outreach models, tools and protocols related to compliance effectiveness programs and audit redesign. The training, education and outreach models, tools and protocols developed must be in the format of webinars, e-learning/distance learning, digital recordings, pic-tel, video production, conferences and other technologically advanced systems. REQUIRED DEMONSTRATED KNOWLEDGE AND EXPERIENCE Any potential offeror must demonstrate the following:  Demonstrated knowledge and understanding of CMS internal and external stakeholders.  Demonstrated knowledge and understanding of Medicare Advantage and Prescription Drug Programs.  Demonstrated knowledge, and experience with providing training, education and outreach programs, via webinars, e-learning/distance learning, digital recordings, pic-tel, conferences, video production, and other technologically advanced systems.  Ability to store, retrieve and analyze data files.  Ability to produce weekly, monthly and annual reports of all activities.  Ability to produce ad-hoc reports in response to CMS inquiries.
