- This announcement is part of a series of Request for Comments (RFC)/Market Surveys for the FAA Data Communications Program. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR OFFER (RFO). Further, the FAA is not seeking or accepting unsolicited proposals. Background The Federal Aviation Administration (FAA) has released five prior RFCs. The first RFC sought information on the air-ground network and related infrastructure (#5470); the second addressed the ground system, en route automation, and related processing functions (#6034); the third solicited industry's perspectives regarding options for a potential service that integrates the components of the air-ground system into an overall Data Communication service (#6513); the fourth summarized the FAA's understanding of the environment in which Data Communications will operate and provided some information on decisions that have been made (#7279); and the most recent was a paper outlining preliminary program and acquisition strategy considerations and an Avionics Summary intended for industry comment (#7390). This RFC consists of the attached document and the following: A draft Data Communication Network Service Description (DCNSD) A link to the "mature" draft of the RTCA SC214 Work Package 1 Standard Industry comments regarding the contents of this RFC are invited, as are any other comments on Data Comm structure or strategy considerations. The FAA also requests comment upon the Focused Questions included in the RFC. Provide all input in writing by June 1, 2009, to Dennis L. Scanlon, Contracting Officer, via email at dennis.scanlon@faa.gov. Costs associated with responding to this RFC are the responsibility of the responding party. The FAA will not pay for any information or any other costs incurred by responders to this announcement.
