Description
The United States Department of Agriculture (USDA), Food Safety and Inspection Service (FSIS) plans to issue a Request for Proposal (RFP) No. 261557 for SignFSIS translation and interpretation services. FSIS has a need for a contractor to perform ASL grammar and syntax that is not based on English grammar and syntax. Therefore, FSIS requires a contractor to translate Agency written scripts in ASL, to the deaf and hard of hearing community. To facilitate the ASL video production process, the Agency is seeking a contractor experienced with scripting by preparation of a gloss version as a transition between English syntax and the ASL syntax needed by models presenting the information. To obtain a full service company that can manage the development of ASL scripts from FSIS material, provide models and participate in the filming of a continuing series of consumer related food safety videos in American Sign Language. Videos in ASL will provide an important vehicle for reaching this community where closed captioning has failed. This procurement will be set-aside for small business conerns. The applicable North American Industry Classification System (NAICS) Code 541930 -- Translation and Interpretation Services. This procurement will be conducted as a commercial acquisition under FAR part 12. Offerors will be requires to submit technical, past performance and price proposal for evaluation by the Government. The period of performance will be for a 12 month base period plus four (4) additional 12 month option periods. Award will be made to the offeror who submits the proposal considered most advantageous to the Government considering Technical and Past performance evaluation factors. The offers must conform to the RFP instructions and be received by the closing date specified in the RFP. The firm date of receipt of offers will be stated in the RFP. The solicitation will be issued electronically and it is the offerors responsibility to monitor the site for the release of the solicitation and amendments (if any). The Government will not pay for any materials provided is response to the RFP. Oral communications are not acceptable in response to this notice.
