- Description
- The National Center for Research Resources (NCRR) of the National Institutes of Health is interested in soliciting proposals from all interested organizations to provide Information Technology support, inclusive of high quality tier-2 and tier-3 helpdesk services, and design, development, implementation, maintenance, and enhancement of NCRR systems and to-be-determined systems. The helpdesk effort will include installing, configuring, testing, and maintaining information technology hardware, video, webcasting, and software and training users on technical matters, documenting standard operating procedures, and troubleshooting and/or responding to technical problems relating to desktop hardware and software. The development effort will include all systems supporting the management, scientific, and administrative programs of the NCRR. The work includes requirements analysis, system design recommendations, development and testing, deployment, implementation, documentation, and end user training. The contractor may be required to perform interviews, document interface specifications, perform prototyping, perform technical alternative tradeoff analysis of COTS products, or other technical ad-hoc duties as required. A primary emphasis of this effort includes using CMMI best practices in the requirements, development, testing, and deployment, and sustaining phases of the system development lifecycle. Requirements include CMMI Level 3 certification within the last three years, and at least three years experience related to Biomedical Grant Management Information Systems. The scope of this project is inclusive of Federal requirements and HHS and NIH policies and guidance for IT security. This acquisition has been designated as 8(a) Competitive. The applicable NAICS code is 541511 and the maximum allowable annual receipts size standard is 25 million dollars. The contract will be a cost-plus-fixed-fee type. The award will be for one base year and four option years. Funding will be provided for the base year and then subsequent option years may or may not be exercised. THIS PRESOLICITATION NOTICE IS NOT THE REQUEST FOR PROPOSALS (RFP). The Request for Proposals must be downloaded from the FedBizOpps Website: http//www.fedbizopps.gov and will be available on or about May 26, 2009. The estimated due date for proposals is on or about June 26, 2009.
