Description
The Philadelphia Division, Contracting Department of the Fleet and Industrial Supply Center (FISC) Norfolk intends to solicit and negotiate on an unrestricted basis, a Firm Fixed Price Indefinite Delivery, Indefinite Quantity type contract. The purpose of the resultant contract is to provide technical support services to the Tactical Development Division of the Navy Warfare Development Command's (NWDC) Doctrine Department. As part of its mission, NWDC is responsible for the coordination of efforts to develop and evaluate tactics under the OPNAV Tactical Development (TAC DEV) Program. When evaluated and accepted, these tactics become operating doctrine for the Fleet and are integrated into the appropriate Navy Warfare Publication (NWP) or Allied Publication (AP). The Contractor shall assist and support the Tactical Development Division of NWDC's Doctrine Department to accomplish this task through the development of Tactical Memorandas (TACMEMOs) and the review of existing US or Allied publications to develop revisions or changes based on fleet requirements or new tactics or hardware. The Contractor will also assist in the development of new publications based on newly identified requirements. The awarded Contractor MUST possess an extensive and in-depth knowledge of naval warfare mission areas, coordinated battle group operations, naval combat systems and current tactics and possess an understanding of the needs and requirements of the audiences of the NWP system with an ability to communicate these requirements in well written and literate text. In addition, to support all taskings under the resultant contract the awarded Contractor MUST have facilities and personnel located on both the East and West coasts. The Contractor MUST have, or be able to obtain, a SECRET facility clearance and a SECRET storage clearance at the contractor's facility. All personnel under the resultant contract MUST posses the appropriate security clearance prior to commencing work on a delivery order. Clearances up to TS/SCI may be required for specific tasking. It is anticipated that the contract will contain an ordering period of twelve months with four twelve month options. The total estimated level of effort for this requirement is 230,000 hours or 115 Billets (46,000 hours or 23 Billets per year). The applicable North American Industry Classification System (NAICS) Code is 541990 "All Other Professional, Scientific, and Technical Services".
