Description
FISC Norfolk Philadelphia Office intends to procure services in support of the Bureau of Naval Personnel Millington and Navy Personnel Command (BMP/NPC) requirement for management of manpower workforce analysis process & procedures. Services will include, but is not limited to workforce analysis process/procedure, data assessment of to capture and prioritize the work and workload process, evaluation of human resources governance process, and design of an information repository configured to store, retrieve, update, and perform analysis of current BMP/NPC military, civilian and contracted workforce. It is intended that resultant services will provide BPM/NPC leadership, management and SMEs a greater level of clarity and understanding of the process and methodology behind the components of the workforce. Assessment factors will include, but are not limited, to the following:. Provide BPM/NPC with the ability to prioritize work tasks against command mission(s). Provide executive level personnel with an understanding of work and workload data to validate manpower requirements, optimize workforce skills and properly align the right manpower to the most critical tasks. Capture and display workload by position, activity, and organizational element. Derive valid workforce requirements for each activity and organizational element. Prioritize all positions based on the work performed. Develop strategies for addressing workforce reductions. Identify similar activities and related positions across the command in order to identify redundancy and derive efficiencies The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a Full & Open competitive requirement to be evaluated on a Best Value basis with Technical Factors more important than Price. The applicable NAICS code for this requirement is 541611. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote represents the best value after evaluation in accordance with factors and sub-factors in the solicitation. The offeror's quote shall be in the form prescribed by, and shall contain a response to each of the areas identified in the Section L solicitation provision entitled "Submission of Proposals." The evaluation of proposals will consider the offeror's Past Performance more important than the offeror's cost/price proposals.
