Description
The Senior Family Planning Advisor (FPA) will provide leadership and advisory services on the full range of family planning/reproductive health, and maternal and child health activities, incorporating the Agency’s five core values in all aspects of his/her work. These core values are: (1) customer focus, (2) managing for results, (3) empowerment and accountability, (4) teamwork and participation, and (5) valuing diversity. The incumbent will work at a senior level in a high-priority USG foreign assistance program that requires knowledge, experience, maturity, and an ability to function independently under a complex, highly demanding, frequently changing environment. The position is located in the Office of Health and Population, USAID/Tanzania, in Dar es Salaam, Tanzania. S/he will be expected to work independently, take initiative, and manage a multi-cultural team with multiple results packages. S/he will advise USAID/Tanzania on all aspects of reproductive health (RH), especially family planning (FP). The incumbent will represent USAID at the highest government and donor levels. Per ADS 103.3.1.1b(4), s/he will not be authorized to sign (1) obligations that require a warrant, and (2) grants to foreign governments and public international organizations, thereby prohibiting her/him from obligating USG funds in these instances. The incumbent will supervise one senior technical Foreign Service National (FSN). The OHP has a $52 million FY 08 budget consisting of $10.9 in FP/RH funds, $5.7 million in Maternal and Child Health (MCH) funds and $35 million in malaria funds. The FP/RH account is expected to be $19 million by FY 2010. The FPA will be one of ten team members of the OHP. The others being: one US Direct Hire (USDH) Office Director; one USDH Deputy Director; one US Personal Services Contractor (PSC) Quality Assurance and Maternal and Child Health Advisor, one Foreign Service Limited (FSL) Systems Strengthening Advisor (anticipated), one Third Country National PSC Malaria Advisor, one FSN Malaria Project Management Specialist; one FSN Family Planning Project Management Specialist; one FSN Financial Analyst and one FSN Administrative Assistant. The FPA will provide managerial oversight and technical advice to support the implementation of OHP’s FP/RH program through a combination of bilateral agreements and buy-ins to USAID/Global Health Bureau cooperating agreements. These activities range from supply driven activities such as training in the provision of FP/RH methods, and working with the host country to improve contraceptive security, to demand creation activities such as social marketing and behavior change communication intended to increase utilization of modern contraceptive methods, to policy and advocacy activities aimed at repositioning family planning and reproductive health in the Tanzanian national agenda. A new activity in Community Based Distribution is also anticipated. S/he will also work closely with other USAID activities, which deal with maternal and child health, malaria, water and sanitation, HIV/AIDS (including policy, prevention, treatment, and care and support activities), systems strengthening, education and natural resources. Because of the integrated nature of the program and the importance of HIV/AIDS within reproductive health, the Senior Family Planning Advisor shall ensure synergy and complementarity between family planning and all other USAID activities in Tanzania.
