Description
The Aviation Applied Technology Directorate intends to acquire on an other than full and open competition basis, under the authority FAR 6.302-1, a contract to will support the Intelligent Decision aiding for Aircraft Survivability (IDAS) 6.3 Army Technology Objective (ATO) Technology Demonstration program by modifying the existing AVR-2B Laser Detecting System (LDS). This modification will add an elevation sensor channel, which along with the existing azimuth channel, will generate highly accurate angles of arrival information to threats that employ laser designators and laser range-finding. The modified laser detecting system will support accurate cueing of the IDAS Visual Laser Countermeasure System to successfully defeat these laser-aided threats. AATD anticipates award of Firm Fixed-Price (FFP) contract with a twenty-seven (27) month period of performance to Goodrich Corporation, who is the only known source uniquely capable of meeting this requirement. It was determined that no other source has the expertise, experience, and design data necessary to satisfy the Government's requirement. Since the AVR-2A/B system already exists on the aircraft and the systems are backwards compatible, provisions already exist on the test aircraft for the upgraded system which includes; (1) sensor and signal comparator module locations on the aircraft, (2) existing cable assemblies to be used for the upgraded system, (3) existing interface provisions which will be required for testing. This is significant because of the potential cost savings for the upgraded system due to existing provisions on the test aircraft. Because the Army has limited rights to the AVR-2A/B system, providing adequate documentation to manufacture the existing system through another source is not possible and the cost to duplicate this capability would be cost prohibitive. Also, the costs to integrate a new system would also be cost prohibitive due to the development, integration, and testing of the new system to have the required form, fit and function of the existing system. The costs that would be duplicated for another firm to acquire a similar capability would be substantial. All responsible sources may submit a proposal, which will be considered by this agency. This acquisition will be conducted using Alpha Contracting techniques; therefore a formal solicitation for this program will not be issued.
