Description
Sources Sought Notice for Request for Information (RFI) No. SBAHQ-09-Q-0003. The Government reserves the right to compete any acquisition resulting from this survey among 8(a) firms or to issue a direct award to an 8 (a) firm, based on the responses received. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. All qualified 8(a) businesses are invited to participate. The mission of the U.S. Small Business Administration (SBA) is to support the Nation’s economy by enabling the establishment and viability of new and existing small businesses and by assisting in the economic recovery of communities during disasters. SBA accomplishes its (non-disaster) mission by providing technical, financial, and contracting assistance to small businesses, delivered through an extensive network of field offices and partnerships with public and private organizations throughout the United States, Puerto Rico, the U. S. Virgin Islands and Guam. A substantial portion of SBA’s mission is to provide business development assistance to prospective entrepreneurs and existing small businesses. SBA provides this assistance through training programs, such as 7(j) in classroom sessions. The focus of this training is to provide business development to small business under SBA’s 8(a) Business Development program and in accordance with Federal Acquisition Regulations (FAR). The SBA is seeking innovative and transformational solutions for the continuing development of small businesses that will expand the ability of small businesses to explore, understand and implement best business practices. The SBA 8(a) Business Development program is a 9 year structured vehicle that currently involves more than 8,000 participating firms throughout the U.S. SBA’s 7(j) program provides a unique opportunity in areas such as strategic planning, financial analysis, e-commerce and other related topics essential for successful transition to the 21st century global world market. The SBA is interested in any creative or innovative solution to meet this general requirement. Responses to this Request for Information should address the following areas, yet not be limited to Training methods and techniques, Past Performance, and Commercial and Federal Contracting. SBA is looking for the following requirements to be performed: Key components of SBA's requirement include: 1) Training District Office and Field Office Small Businesses (68 different locations), 2) Course Curriculum (Detailed, Interactive), 3) Marketing Materials (above the normal/average, not general/typical) and 4) Experienced Instructors (Subject Matter Expertise). All interested 8(a) firms who believe they can provide the above mentioned information are invited to submit in writing, by the closing date indicated below for receipt of responses, a package entitled "Statement of Qualifications / Capabilities." The Statement of Qualifications / Capabilities package must be transmitted under a cover letter. The Cover Letter must cite the following information at a minimum: 1. Response to RFI No. SBAHQ-09-Q-0003, 2. Company Name, Address, Contact Person Information and 3. DUNS Number. The closing date for the receipt of responses is June 05, 2009 at 2:00 p.m. Eastern Standard Time.
