- The U.S. Small Business Administration is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business, 8 (a) certified small business or HUBZone small businesses capable of providing services as described below. The Government reserves the right to compete any acquisition resulting from this survey among small business concerns, or to issue a direct award to an 8 (a) firm, based on the responses received. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. No solicitation document exists at this time. All qualified small business concerns are invited to participate. The mission of the U.S. Small Business Administration (SBA) is to support the Nation’s economy by enabling the establishment and viability of new and existing small businesses and by assisting in the economic recovery of communities during disasters. SBA accomplishes its (non-disaster) mission by providing technical, financial, and contracting assistance to small businesses, delivered through an extensive network of field offices and partnerships with public and private organizations throughout the United States, Puerto Rico, the U. S. Virgin Islands and Guam. NSPD 51 requires all agencies to ensure that they can comply with seven criteria in executing their COOP, thereby mitigating the risk that COOP goals will not be met. One of the primary factors in any Continuity plan and a key element in the NSPD 51 mandate is that each agency should ensure that it has identified, trained, and prepared its emergency relocation personnel to relocate to an alternate operating site and continue to execute its primary mission essential function. In addition, the Federal Continuity Directive 1 guidance requires agencies to conduct training/testing/exercises annually to ensure its disaster readiness and to improve through after action reporting. SBA needs to annually train its staff, test its plans, and conduct disaster response and emergency preparedness exercises to comply with NSPD-51. SBA’s goal is to create or modify an existing scenario-based, interactive, web-based training module, using templates and query driven screens that can be used regionally and remotely to educate and train SBA staff to respond appropriately to an emergency. The SBA is interested in any creative or innovative solution to meet this general requirement. Responses to this Request for Information should address the following areas, yet not be limited to Training methods and techniques, Past Performance, and Commercial and Federal Contracting. SBA is looking for the following requirements to be performed: Key components of SBA's requirement include: 1) Training of Headquarters Personnel and application hosting; 2) Course Curriculum Development (distance learning and knowledge management) 3) Experienced Instructors (Subject Matter Expertise); and 4) Understanding of emergency preparedness and response processes All interested small business concerns who believe they can provide the above mentioned information are invited to submit in writing, by the closing date indicated below for receipt of responses, a package entitled "Statement of Qualifications / Capabilities." The Statement of Qualifications / Capabilities package must be transmitted under a cover letter. The Cover Letter must cite the following information at a minimum: 1. Response to RFI No. SBAHQ-09-Q-0004 2. Company Name, Address, Contact Person Information and 3. DUNS Number. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. The closing date for the receipt of responses is June 05, 2009 at 2:00 p.m. Eastern Standard Time.
