Description
The US Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) Orlando, FL has a requirement to support the US Joint Forces Command (JFCOM). This PEO STRI acquisition will provide support for the Joint Knowledge Development and Distribution Capability (JKDDC) Joint Knowledge Online (JKO) program, with specific emphasis on the Office of the Secretary of Defense (OSD) (Readiness) approved JKDDC FY09 & FY10 Program Goals & Objectives (PG&O) requirements. JKDDC Joint Knowledge Online (JKO) will provide increasing direct support for operational activities supporting Overseas Contingency Operations priorities throughout the world. JKDDC must exploit foundational achievements to reach a wider spectrum of users as the leader in the Advanced Distributed Learning (ADL) community, employing spiral development of prioritized training capabilities, and be able to effectively measure all facets of progress through the use of defined Measures of Effectiveness. In order to remain operationally relevant in the future, it is imperative that the JKDDC program incorporates web-based, training focused advanced technologies within the JKO Portal immersive learning environment. Further detail for this requirement is below. A final acquisition strategy is in development; however PEO STRI intends to obtain these services through a competitive acquisition under the STRI Omnibus Contract (STOC II). The results of this market research will determine the final strategy and the subsequent release of a Request for Proposal (RFP). Types of required training products and services within this requirement include: * Equipping actual training systems with the capabilities to execute individual and small group training in specific operational environments. * Developing, integrating, or procuring common components to reduce total ownership cost and enhance training system interoperability. * ADL systems interactive and adaptive training and job aiding that leverages the full power of computer, information, and communication technologies through the use of common standards in a web-based learning environment. * Game applications and technology includes development, integration and maintenance of training focused web portal services and related software applications. The Contractor shall support the development, implementation, and execution of the Governemnt-approved Plan of Action and Milestones (POA&M). The POA&M is a comprehensive document developed in phases, submitted for Government review and approval that includes studies, requirements analysis, evaluation and proposed allocation of resources (personnel, time and funding), and development of implementing processes and plans necessary for the execution of the JKDDC mission. Under this potential Task order, the RMP will be a deliverable known as (POA&M). The POA&M shall cover the following program elements: a. JKO Joint Content Management Architecture (JCMA) Operations. JKO JCMA components include JKO Learning Content Management System (LCMS), Rapid Online Content Creation Environment (ROCCE), Army Training Requirements & Resource System (ATRRS), and Advanced Distributed Learning Registry (ADL-R). As per customers approved requirements for three (3) JKO Portals (NIPRnet, SIPRnet, and Internet Public) coupled with a government directed Systems Engineering based management approach, operationally develop, maintain, and enhance JKO LCMS, ROCCE, ATRRS interface, and ADL-R. Deliverables will be: Operational and Systems views of Joint Content Management Architecture, Beta and Acceptance Test Plans, Configuration Management Plan, and Application Maintenance and Enhancement. b. JKO Advanced Content Development. Produce web-enabled training courseware, joint knowledge products and other relevant joint information content focused on the development, JKO LCMS integration, testing and fielding of embedded advanced individual training technologies (GameWare", Level III/IV interactivity capabilities, intelligent tutors/avatars, remediation, advanced navigation/sequencing, etc). Ensure all efforts are compliant with DoDI 1322.26 and technically integrated and fully interoperable with all aspects of the JKO JCMA. The proposed deliverable for this task is Advanced Technologies Based Web Enabled Courseware. c. JKDDC Strategic Advisor and Program Management Support. Provide strategic advice to and planning for JKDDC Program Director and Deputy Program Director. Focus will include conducting strategic consultation and advice based on existent and emerging training technology enablers and web-based individual and small group training capabilities as well as other relevant aspects of program management. Related deliverables will be Monthly IPRs, Event Planning Conference/Meeting Minutes, Significant Events Documentation and Technical Reports. Responses to this posting shall not exceed two (2) pages of text. Submissions will be in font Times New Roman no smaller than size 12. Responses shall reflect the contractors understanding of the skills required in order to perform this work and a brief summary of relevant company approach and core competencies. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 541330 with a size standard of 500 employees.
