- This sources sought is for information and planning purposes only to identify potential small business sources; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this notice. This is a second sources sought to refresh the market survey data gathered under a similar notice published on 18 Sept 2008. The solicitation number (W911SR-09-R-0023) referenced in this FedBizOpps announcement supersedes the solicitation number (W911SR08R0000) referenced in the 18 Sept 2008 FedBizOpps announcement. The U.S. Army Research, Development and Engineering Command (RDECOM) Contracting Center Edgewood Contracting Division (ECD) will determine whether the procurement for contractor support for the Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) Program will be procured as a small business set-aside or under full and open procedures. This contract, if awarded, will support the following (but not limited to) potential customers: Edgewood Chemical Biological Center (ECBC), Chemical Materials Agency (CMA), Joint Program Executive Office for Chemical Biological Defense (JPEO CBD), Joint Project Manager NBC Contamination Avoidance (JPM NBC CA), Joint Project Manager Biological Defense (JPM BD), Assembled Chemical Weapons Alternatives (ACWA); Headquarters, RDECOM, etc. The Small Business capability package for this sources sought market survey is not a request for a proposal, but rather statements regarding the small business concerns technical ability. Interested small businesses that are certified and qualified as a small business concern under NAICS code 541330 with a size standard of $27M are encouraged to submit their capability package outlining their corporate experience that demonstrates the depth and breadth of their technical expertise to perform the requirement outlined below. The scope for this procurement consists of: Engineering Support: That includes such activities as life cycle systems engineering, product integration (computer aided engineering design and analysis, fabrication, drawing and acquisition/sustainment documentation, product installation), product engineering, product assessment (test planning, test execution, environmental and field testing, product verification), acquisition logistics support (technical manuals, maintenance planning). This support includes cost estimating, equipment installation, chemical and agent monitoring, chemical demilitarization, quality assurance, risk assessment, closure studies, training, and support of safety and medical programs. In addition, provide design, fabrication, installation, modification, and conduct validation tests of large-scale test capabilities and facilities. Research & Technology (R&T) Support: That includes such activities as research, development, analysis, and experimentation and program management in both laboratory and non-laboratory environments. Contract support is required in the following areas: biosciences, chemical and biological (CB) detection, CB information systems technology, CB protection and decontamination sciences, chemical sciences, toxicology, aerosol science, obscurants, and veterinary care. Program and Integration Support: That includes program and integration support which may include such activities as management, safety, security, surety, health, and environmental support. Contract support may include performing risk analyses; preparing environmental documentation; preparing, reviewing or processing standing operating procedures; conducting inspections; organizing and facilitating meetings, special studies, test plans and reports. Draft documents, public release articles, and reports required in support of these tasks. In addition to the above information, contractors shall respond to the following statements/questions. 1. Provide your methodology for sustaining a qualified/quality workforce to meet requirements spanning multiple Task Orders awarded simultaneously. Task Orders could range in value upward of $50M. 2. Explain your ability to handle surge requirements over the life of proposed procurement. 3. Explain any business arrangements you currently have or will establish that would be utilized in meeting requirements under the above programs and how will they be managed to ensure effectiveness and efficiency? 4. Explain your capabilities to meet the requirements of the above listed scope for engineering support, research and technology support, and program and integration support. The Small Businesses capability packages must be submitted no later 3:00PM EST, May 20, 2009. Capability packages should be no more than twenty (20) pages and submitted via e-mail to Kane Leedy, U.S. Army RDECOM ECD, at Kane.Leedy@us.army.mil. The Small Business capability package should not merely restate past performance history that does not accurately portray a Small Business concerns technical capability. The package shall also include the Small Business concerns name, addresses (physical and e-mail), at least two (2) points of contact with contact information. Based upon packages submitted, the government will determine the acquisition approach that is in its best interest. The Government will not reimburse contractors for the information received nor will the Government release the results of its analysis.
