Description
The Department of Veterans Affairs Medical Center, Grand Junction, CO, intends to negotiate a sole source contract with the Western Territorial of the Salvation Army to provide Residential Addiction Treatment Services. Requirements of this contract are:Services of Residential Addictions Treatment Facility (RATF) for Veterans with Drug and Alcohol Dependence. Minimum Services and listing are below. Contract period is June 1, 2009 through May 31, 2010 with an option to extend for four (4) additional option years.A Residential Addictions Treatment Facility (RATF) for Drug and Alcohol Dependence treatment is defined as a community based, peer-group oriented, residential facility which provides food, lodging and supportive services in a non-drinking environment for persons involved in a recovery process. The facility must provide appropriate residential, nutritional, limited health-related services and social rehabilitation for support and guidance toward the goal of independent living and breaking the cycle of homelessness.A. BASIC SERVICES: 1. A supervised, alcohol and drug free environment, including active affiliation, if applicable, with Alcoholics Anonymous (AA) or equivalent drug programs. 2. Board and room will be provided in a setting which encourages social interaction. Nutritious snacks for between meals and bedtime are available for those requiring or desiring additional food, when it is not medically contra-indicated. 3. Laundry facilities for residents to do their own laundry. 4. Structured activities in which residents participate in group sessions and productive work activities depending upon resident preference and the DDTP staff recommendations. 5. A variety of group activities, including physical activities as appropriate. 6. Health and personal hygiene maintenance. 7. Monitoring of medications. 8. Supportive Social Services. 9. Individual counseling as required, with special emphasis on vocational rehabilitation counseling, in collaboration with VA program resources. 10. Treatment and discharge planning must reflect a team assessment of health, social and vocational needs and the involvement of residents' families and appropriate community resources in resolving problems and setting goals.11. All admissions and continued placements at the facility will require authorization from the Director of the Intensive Outpatient Program [IOP] at Grand Junction VA Medical Center [GJVAMC].12. A requirement for all admissions into the facility is that the individual signs proper Authorizations for the Release of Information that allow the staff of the facility and the staff of GJVAMC IOP to communicate freely regarding the individual's status and progress in treatment. Withdrawal of the Authorization to Release Information by the individual will result in his/her losing the VA subsidy for placement at the facility.13. All admissions or continued placements will be authorized for a maximum of 30 days at a time. Continued placement at the facility will require a joint staffing and concurrence by the facility staff and GJVAMC IOP that the individual is participating in all facility and GJVAMC program activities as directed, and is progressing towards treatment goals. Individuals who are not participating in the program at satisfactory levels will lose the VA subsidy for placement at the facility.14. While participation in most of the facility programs will be expected of the individuals, it is understood that the FJVAMC IOP and the facility will not require any individual to attend religious services which are not of his/her own choosing. In coordination with the individual, the facility agrees to develop alternative treatment activities for individuals who do not wish to participate in religious activities is not to be viewed as a failure to participate in the overall program.15. The facility will send a daily census to the Director of the IOP via secure fax or email.16. The facility will notify the GJVAMC IOP immediately of any significant changes in an individual's staqtus, including but not limited to such issues as the use of alcohol or illegal drugs, absence from the program, any type of disruptive behaviors, or failure to participate or cooperate with the facility's programs.B. SCOPE OF CARE: 1. Opportunities for immediate learning/development of responsible living. 2. Support for the individual desire for sobriety (alcohol/drug abuse-free life style). 3. Opportunities for learning, testing, and internalizing knowledge of the illness/recovery process, and to up-grade skills and improve personal relationships. 4. Periodic assessment of treatment outcome of the facility which will include VA residents' participation and evaluation.5. Sharing by the Contractor with the VA to conduct utilization review audits and to verify the quality of care rendered to VA residents.6. The VA will perform required lab tests (including UA's).C. RECORDS AND REPORTS: An individual client record will be maintained on each VA resident admitted under this contract. This record will include, in addition to reasons for referral, the following: 1. All essential identifying data relevant to the resident and his/her family including a socio-cultural assessment. 2. Data relating to the resident's admission. 3. Copies of any medical prescriptions issued by physicians, including orders, if any, for medications to be taken. 4. Reports of periodic re-evaluation by the RATF staff. 5. Final summaries on each resident who leaves the program, to include reason for leaving, the resident's future plans, and follow-up locator information. 6. Individual case records will be maintained in confidence as required by Title 42, USC, Part II, "Confidentiality of Alcohol and Drug Abuse Patients Records". Records will be accessible to the VA's ADTP staff and such data will materially contribute to the evaluation study required by congress. 7. Periodic reports will be provided to the VA (i.e. Fiscal Accountability, Program effectiveness, etc.) as required.D. STAFFING: As a minimum, there must be a full-time administrative staff member or his/her staff designee on duty on the premises or residing at the house and available for emergencies 24 hours a day, 7 days a week.E. FACILITY STANDARDS: 1. The facility must meet applicable fire, safety and sanitation standards in attractive surroundings conducive to social interaction and fullest development of the resident's rehabilitative potential. 2. The facility must conform to the standards of the Life Safety Code (National Fire Protection Association #101) in effect on the date of the award of this contract. The facility must also conform to the fire and safety code imposed by State Law which adequately protect residents and conform to all City, State and Federal requirements concerning licensing and health codes. In all cases, the VA requires a level of safety which conforms to NFPA 101. The facility must be licensed under State or Federal authority. 3. Accreditation by the Joint Commission on Accreditation of Hospitals is evidence of internal quality assurance mechanisms and is desirable but is not required.No solicitation document is available and telephone requests will not be accepted. Any firm that believes it can meet the requirements may give written notification to the Contracting Office within 10 days from the date of publication of this notice (May 18, 2009). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the requirements. If no responses are received the VA will proceed with the sole source negotiations.
