Description
This notice of intent to issue a sole source purchase order to Com Tek is for a follow-on procurement of 21 Drawbase licenses and annual support and maintenance for the Defense Health Services Systems (DHSS).Annual support and maintenance will be provided on a 12-month basis with four (4) 12-month option periods to renew, and options for additional quantities for new licenses, license upgrades and training. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1). The FAR citation is 6.302-1(2)(ii)(A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Com Tek (doing business as Drawbase Software Incorporated) is the sole manufacturer of the proprietary Drawbase software.Drawbase software is currently integrated into DHSSs Defense Medical Logistics Standard Support (DMLSS) system to provide users at over 200 DoD locations with robust capability related to computer aided design (CAD) drawings (electronic facility plans/blueprints). Each room in the DMLSS Room Inventory database is directly linked to the corresponding room in the electronic CAD drawing, allowing users to perform graphical queries in which the drawings are automatically color-coded in accordance with the query results. The electronic drawings are also used to perform mission critical functions such as documenting emergency exit routes, developing projects plans, managing moves, and planning disaster response. To ensure compliance with DoD software rules that prohibit outdated versions of commercial software from running on government computers/networks, DHSS must periodically upgrade existing Drawbase software licenses. Furthermore, as other variables inside the DMLSS system change (software, hardware, network configuration, DoD information assurance rules, etc.) the custom software code that makes up the interface between DMLSS and Drawbase must also be fixed or enhanced. As a result, an ongoing commitment to licenses upgrades, telephone help desk support, technical development/consulting support, and training is required to ensure the best possible product is available to the end users. Com Tek (doing business as Drawbase Software Incorporated) is the manufacturer of the proprietary Drawbase software. Drawbase does not have any authorized resellers. Substantial duplication of cost to the Government would be incurred that is not expected to be recovered through competition if an alternate CAD software product would be purchased, tested, approved and utilized. Any firm that believes it can provide the stated capability is inviteed to submit written notification within 15 calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated capability. Responses received will be evaluated; however, a determination by the government not to competed the proposed procurement based upon responses received to this notice is solely within the discretion of the government. If no responses are received, USAMRAA will proceed with a sole source contract.
