Description
NASA/DFRC has a requirement to procure Safway scaffolding for the CEV Crew Moduleto be delivered to and installed at White Sands Missile Range in New Mexico no later thanthe week of June 22, 2009. Using Safway materials, construct scaffolding that provides 360X access to the crewmodule (CM) at two levels and splits in half to allow for easy removal of the CM from thescaffolding. The CM is a cone shape with a rounded base and the point of the cone is cutoff. The base of the CM is 16 feet in diameter at its widest point and the top is about8.5 feet in diameter at the level of the top platform (the Forward Bay). The CM isresting on a fixture with casters (the CMTF) that holds the CM about three feet off thefloor at the CMs lowest point. The CMTF is a 17 foot by 18 foot rectangular frame thatsupports the CM and is about 3 feet 8 inches. The scaffolding should be on adjustablecasters to make it easy to roll away from the CM and make it easy to adjust the height ofthe platforms by a few inches in either direction. The scaffolding must be stand-alone;it may not rest on the CM or CMTF at any point. o Upper PlatformX 12 feet off the groundX Must provide 360X access to the CMX Roughly 5 foot wide platform completely encircling the Forward BayX Must leave a gap of 6 inches or less between the edge of the platform and the CMForward Bay(This results in an outer diameter of about 20 feet and an inner diameter of about 10feet on the upper platform)o Lower PlatformX 4 feet off the groundX Must provide 360X access to the CMX Four, 4ft by 7ft platforms spaced around the CMo Wood may be used to get the work platforms close to the CMo All the wood surfaces must be cut and placed to provide an even walking surfaceand avoid tripping hazards.o StaircaseX Only one staircase is required, however, it must be removable and must beattachable to both halves of the scaffolding.X It must be a single-wide staircase; there may NOT be a turn in the stairs.*All dimensions are approximate. They may vary by up to 3 inches.Offerors may propose used scaffolding materials. If you propose used materials it must beclean (i.e. free of concrete splatter, etc) Offerors must indicate in their quote if theproposed scaffolding is new or used.This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation, which is issued as a Request for Quotation (RFQ); quotes are beingrequested and a written solicitation will not be issued. Offerors are required to usethe On-Line RFQ system to submit their quote. The On-line RFQ system is linked above orit may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=. Theinformation required by FAR Subpart 12.6 is included in the on-line RFQ.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.Questions regarding this acquisition must be submitted in writing (e-mail is preferred)no later than 05/13/09. Quotes are due by 2:00pm PDT on 05/20/2009. It is the quoter'sresponsibility to monitor this site for the release of amendments (if any).
