Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ)] for:VXS Switch Card, Quantity 2. The supplied switch card SHALL abide by the following constraints:Switch card to handle a standard 8-Slot Single-Star Configuration with 7 VXS PayloadSlots, Standard 6U width, Support the following VITA Specifications: ANSI/VITA 41.0-2006(VXS), ANSI/VITA 41.2-2006 (VXS 4X Serial RapidIO TM Protocol Layer Standard); Providenecessary software/cores to enable Serial RapidIO, Support routing configuration of theswitch fabric, Allows for user reconfiguration by a vendor supplied interface programthat is accessible using Linux or BSD, Allows for a configuration to be stored, saved,and available from a cold boot, Front panel I/O connections: Support copper and fiberconnections, Support of data rates up to 3.125Gbps (transceiver dependent), Support atleast one standard Gigabit Ethernet connection with a RJ-45 interface; Allow mixed datarate streams, Minimum rated switch fabric data transmission rate of 3.125 Gbps per pairfor Serial RapidIO, Capable of interfacing with both P0 ports (A and B) on all sevenpayload slots, Capable of interfacing all differential serial pairs over P0, Obtain allpower from the VXS backplane, Provide documentation that provide full detail on boardcomponents including device interfaces, data flow, architecture, control andconfiguration, electrical connectors, jumpers, switches, LEDs, and pin outs.Price as a separate line item for Shipping Charges if necessary.The provisions and clauses in the RFQ are those in effect through FAC 2005-31. All responsible sources may submit an offer which shall be considered by the agency. Delivery of the item shall be to the NASA Glenn Research Center, 21000 Brookpark Road,Cleveland, Oh 44135. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by May 20, 2009, COB, and may be emailedto Sandra.A.Brickner@nasa.gov or faxed to (216) 433-5489 and must include, solicitationnumber, proposed delivery schedule, discount/payment terms, warranty duration, taxpayeridentification number (TIN), CAGE code, DUNS Number, identification of any specialcommercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (SEPT 2006), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin. Selection and award will be made to that offeror whose offer will be most advantageous tothe Government, with consideration given to the factors of proposed technical merit,price, and past performance. It is critical that offerors provide adequate detail toallow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, OfferorRepresentations and Certifications - Commercial Items with their offer.
