- Department of the Interior Office of Inspector General SCOPE The purpose of this procurement is to obtain journeyman-level support for the FOIA/ PA Officer to eliminate the current FOIA backlog in compliance with 5 U.S.C. §552, FOIA, and 5 U.S.C. §552a, PA. The government is in need of FOIA/PA backlog services from personnel [attorney/paralegal] with at least 5 or more years’ recent FOIA/PA experience. The contractor will be responsible for backlogged Office of Inspector General (OIG) FOIA/PA requests related to Office of Audits (OA) and Office of Investigations (OI) reports, and other matters under the supervision and control of the OIG. FOIA/PA requests must be processed in accordance with the laws, regulations and guidance outlined in Section 12 below, subject to review and final approval by the COTR. The OIG is accepting proposals for the work to be performed either in the government’s Reston Office, or at the contractor’s facility. The government will make one award for the work to be performed at one location that is most advantageous to the government. Contactors capable of providing secure facilities and document protection procedures may bid based upon performing the work either at the government’s Reston Office, or at the contractor’s facilities. Contractors who do not have appropriate facilities may submit a proposal to perform the work at the government’s facility. The Contractor must provide separate technical proposals and cost proposals for each site bid on. The government anticipates a Firm Fixed Price (FFP), task order contract, currently under GSA schedule for a period of performance from the date of award through September 30, 2009; and two one-year options. The anticipated award date is June 8, 2009.
