Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR RESIDUALSTRESS MEASUREMENTS USING THE CONTOUR METHOD. Companies shall acknowledge allamendment(s) in their quote. This notice serves as the official amendment to subjectsynopsis/RFQ and a written amendment will not be issued.The purpose of this amendment is to answer the following technical questions:Question #1: Does the vendor supply the coupons or does NASA?Answer #1: NASA will supply the welded coupons.Question #2: Does it matter what software is used for the Finite Element Analysis (FEA)? Answer #2: There are no requirements on which FEA is used. Question #3: When is the project due?Answer #3: The first portion of the residual stresses are needed by August 2009. Question #4: The project involves several tasks (a-building fixture, b-wire EDM cutting,c-measurements of surface displacements, d-finite element modeling and anaysis). Do youwant a single offerror to perform all the tasks?Answer#4: It is preferable that one vendor perform all the tasks associated with thisjob.Question #5: Can you confirm that "residual stress over the mid-plane of the coupon"refers to a plane 1" by 0.5"?Answer #5: The residual stresses will be measured on the 7" by 1" plane.Question #6: Can an offerror bid as prime and sub-contract some of the tasks?Answer #6: There are a very limited number of samples available, therefore it ispreferred that a single vendor with the adequate experience perform the tasks. Question #7: Does the project involve travel to your site that will be part of thequotation?Answer #7: No travel is required. The samples will be sent to the vendor formeasurements.Question #8: How many coupons are there?Answer #8: Three samples.Question #9: Will each coupon have one cuting plane?Answer #9: Yes.The due date for receipt of offers is extended to May 14, 2009.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on April 27, 2009. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
