- Combined Synopsis/SolicitationThe intent of this solicitaton and any resultant Agreement is to obtain fully serviced portable toilets and portable handwash stations for use on a local, regional, and nationwide basis in accordance with incident dispatch procedures. The Vendor is responsible for all supervision, equipment, materials, supplies, transportation, personnel necessary to meet or exceed the Agreement specifications. 1)Quotes shall be submitted in the Virtual Incident Procurement System (VIPR). To access VIPR you are required to have a Level 2 eAuthentication account that provides the ability to conduct offical electronic business transaction. Level 2 eAuthentication information is available at the following website: http://www.fs.fed.us/business/incident/eauth.php 2)Formatta Filler Software is required in order to view and fill in forms. Formatta Filler is a free software and is available at; http://www.formatta.com 3)No other quotation submission will be accepted. No paper copies will be issued. Additional information on VIPR including a Vendor User Guide is available at the following website: http://www.fs.fed.us/business/incident/vendorsupport.php 4)Vendors are required to be registered in the Central Contractor Registry (CCR) and are encouraged to complete the On-line Registration and Certifications Application (ORCA) as stated in the solicitation.This is a combined snyopsis/solicitation as defined by commercial procedures under the Federal Acquisition Regulation for Portable Toilets and Portable Handwash Stations. Due to the system used, the actual solicitation will follow and be posted on or about 8 May 2009. Any changes to the notice or solicitation, and any other attachments will be posted to this website.
