Description
PRE-SOLICITATION NOTICE: THIS PROJECT IS SET-ASIDE FOR CERTIFIED HUBZONE SMALL BUSINESS CONCERNS. Contractor shall provide all labor, materials, tools, equipment and supervision necessary for the construction to stabilize the toe of the existing boat ramp with geotextile fabric and stone riprap, and mechanically dredge the boat basin at U.S. Coast Guard Aids to Navigation Team Dulac, Louisiana. The estimated value of this procurement is between $100,000 and $250,000. The performance period will be 90 calendar days. Bid, payment and performance bonds are required. The applicable North American Industry Class System (NAICS) Code is 237990. The small business size standard is a 3-year average annual gross receipts of $33.5 million. The solicitation package in its entirety and any amendments will be available at no charge online at http://www.fbo.gov under the above solicitation number. SOURCES SOUGHT FOR HUBZONE, SDVOSB AND SMALL BUSINESS CONCERNS FOR HSCG82-09-B-3WCA42 The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concern, Service-Disabled Veteran-Owned Small Business Concern (SDVOSB), or Small Business Concerns. Estimated construction price range is between $100,000 and $250,000. Performance period is 90 calendar days. The applicable North American Industry Class System (NAICS) 2007 code is 237990. The small business size standard is $33.5 Million. Bid, payment and performance bonds are required. The project work location is at U.S. Coast Guard Aids to Navigation, Terrebonne Parish Consolidated Government, Dulac, Louisiana. The project work includes, but not limited to, providing all labor, materials, equipment, supervision, and tools for the construction to stabilize the toe of the existing boat ramp with geotextile fabric and stone riprap. Extend the ramp 12’ with precast concrete planks. Mechanically dredge the boat basin to Elevation -9.44’ MLLW. Transport the estimated 1,200 CY of dredge sediment by barge approximately 6 miles to the site of an earthen plug on the property of the Harry Bourg Corporation. Place the dredge sediments so as to repair and reinforce the earthen plug for its purpose as a wetlands restoration feature. The solicitation in its entirety and any amendments will be available at no charge online at http://www.fbo.gov under the above solicitation number. At the present time, this acquisition is expected to be issued as a Small Business set aside. However, in accordance with FAR 19.1305, if your firm is HubZone certified or FAR 19.1404, if your firm is SDVOSB and intends to submit an offer on this acquisition, please respond by e-mail to Ada.M.Hoggard@uscg.mil with “Sources Sought for Solicitation Number HSCG82-09-B-3WCA42” in the subject line or by fax at (305)-278-6696. Questions may be referred to Ada Hoggard at (305) 278-6724. Please reference the above solicitation number in all correspondence pertaining to this project. In the response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by March 5, 2009. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or Service-Disabled Veteran-owned Small Business set aside. Failure to submit all information requested may result in a small business set-aside. If adequate interest is not received from HUBZone concerns and SDVOSBs by the close of business March 5, 2009, this solicitation will be issued as a Small Business Set-Aside basis without further notice. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOps website at http://www.fbo.gov/.
