Description
This is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, transportation, and supervision to perform historic windows rehabilitation. The work will be performed at the Union Building and the History Center. A.) Union Building - This portion of the project will complete the second, third and attic floor window rehabilitation of the 1889 Union Building owned by Keweenaw National Historical Park. Existing wood insulated security window covering panels will be removed from the window openings to allow for existing window jambs, sills and casing to be repaired/replaced (some new replacement components) and refinished. Historic window sashes, repaired in a previous project and currently located on the second floor of the Union Building, will then be installed. New exterior storm windows will be constructed to protect the historic sash and window openings and to improve thermal performance. (New storm windows for the first floor transom windows are also included in this work scope). Scaffolding and/or lifts required for exterior access are necessay. Lead abatement work is included. All work will comply with the Secretary of the Interior's Standards for Rehabilitation of wood windows. B.) Keweenaw History Center - This portion of the project will rehabilitate 125 building exterior historic wood windows of the 1899 Calumet and Hecla (C&H) Mining Company Public Library (now the Keweenaw History Center) owned by Keweenaw National Historical Park. The project scope includes: Scaffolding and/or lifts required for window access, temporary removal of parting beads, stops, sashes, window coverings and hardware and storm windows, installation of temporary security panels and removal of all paint and caulking (including lead abatement), repair of wood window sashes, frames, trim and sills (all exterior window framing up to and including the window stops on the interior side), application of new paint and clear finishes, cleaning of existing window hardware, replacement of missing hardware and damaged glazing, removal of existing weather stripping and installation of new integral metal weather stripping, replacement of sash cords and reassembly of all rehabilitated window components. Except for five arched windows on the second floor and the eleven first floor vestibule windows, the Library's remaining 77 first and second floor window openings have both an interior double-hung unit and an exterior double-hung storm window. This project also includes the construction of 30 new wood basement storm windows and metal (removable) security grilles. All work will comply with the Secretary of the Interior's Standards for Rehabilitation of wood windows. This procurement will be a Request for Proposals/Best Value with stated evaluation factors being used as the basis for award in addition to price evaluation. The evaluation factors and relationship to price evaluation will be stated in the solicitation documents. The NAICS code is 238350. The estimated price range for this project is between $500,000 and $1,000,000. This project will be awarded as a Total HUBZone Set-Aside, offers will be solicited only from HUBZone Small Business Conerns. The solicitation with specifications, drawings, and wage rates will be posted to the websites http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about May 26, 2009. No hard copies of the solictation or any amendments will be mailed or issued.
