- The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Wildlife Services (WS) intends to negotiate and award, a contract to EM Heli-Logistics LTD, located in Langley, BC¸ Canada. The proposed contract action is to disassemble, inspect and repair a MD500 helicopter. The helicopter suffered severe damage which required complete rebuilding of the airframe and installation of a factory new engine. After 100 hours time in service it was discovered certain time life components had incomplete tracking of times in use and some airframe repairs are in question as to compliance to manufactures recommendations. At the FAA’s request, the airworthiness certificate was surrendered to the FAA, thus rendering the helicopter inoperable. To regain the airworthiness certificate it is necessary to completely disassemble the helicopter, inspect airframe repairs and replace time life components in question. A #2 station MD 500 airframe alignment jig fixture is required to be used during this process to maintain fuselage alignment. Any attempt to disassemble the fuselage and reassemble the fuselage without the use of a #2 alignment fixture will render the helicopter unusable. Heli-logistics located in B.C. Canada is the only MD Helicopter Factory Authorized Helicopter Airframe Repair Facility worldwide other than the MD Helicopter factory which has in their possession a #2 station alignment jig fixture. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and ability by responding with a capability statement. This notice of intent is not a request for competitive proposals. However, information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to compete the action is solely the discretion of the Government.
