- SynopsisThe U.S. Department of Energy (DOE), Office of River Protection (ORP) planstoaward a modification to Contract No. DE-AC27-07RV14884 by means other than full and open competition. DOE ORP plans to award a sole source contracttoEnergySolutions, LLC, located at 6100 Chevy Chase Drive, Laurel, MD, 20707. Energy Solutions, LLC will provide expert glass development testing anddatacompilation services for ORP, using the Vitreous State Laboratory, insupportof the Hanford Wasted Treatment Plant (WTP).DOE ORP requires the technical expertise in glass development testing inorderto support the vitrification processing of High Level Waste (HLW) and LowActivity Waste (LAW) for the WTP. The contractor must be uniquely qualifiedtoprovide the technical expertise and facilities necessary to complete thetesting of HLW and LAW materials. DOE ORP requires a contractor withspecialized knowledge of the specific issues surrounding the testing doneonthese materials in order to compile the necessary database of glasscompositions and measured properties. The tasks required by DOE ORP areoutlined as follows: 1.1 Magnesium Substitution Studies (LAW) - Laboratory crucible testing toevaluate the LAW Envelope A and C glass composition ranges to determinewhethermagnesium can replace sodium. 1.2 Bismuth Glass Testing (HLW) - Laboratory crucible testing to determinecauses of Bismuth-limited glass foaming behavior and define compositionadjustments and/or chemical additives to prevent foaming. 1.3 Glass Property Database- Develop an electronic database of glasscompositions and measured properties, providing information on protocolsandprocedures under which they were gathered. DOE ORP has determined that this requirement can only be satisfied by theunique services offered by Energy Solutions, LLC. Energy Solutions, LLC istheonly firm that is uniquely capable of providing the expertise andfacilitiesnecessary to complete the testing and data compilation of the HLW and LAWglassproperties. This testing is estimated at approximately $1.5 million and istobegin no later than May 26, 2009. The statutory authority permitting this action is 41 U.S.C. 253(c)(1),whichdetermines that only one responsible source exists and no other supplier or services will satisfy agency requirements.
