- This notice corrects and replaces a previous sysnopsis issued for this procurement.NASA/GRC plans to issue a Request for Proposal (RFP) for Power Distribution Units (PDUs)and associated software for use in a Data Acquisition System (DAS) for the DevelopmentFlight Instrumentation System (DFIS) that is planned to fly on the Upper Stage of NASAsAres I Crew Launch Vehicle. This procurement is a total small business set-aside. See Note 1.The NAICS Code and Size Standard are 336419 and 1000 employees, respectively. Allresponsible small business sources may submit an offer which shall be considered by theagency. The Government does not intend to acquire a commercial item using FAR Part 12.See Note 26.The contractor selected for the task will be responsible to design, develop and test thePDU from concept through Flight Hardware Acceptance per a Component End ItemSpecification. There are 3 phases of this effort-1)furnish information for a preliminarydesign with electrical schematics, parts list and cost estimates, 2)- perform thedevelopment phase including design, build, test and delivery of first and EDU and thenthe Qualification Unit, and 3)-enter the production phase with delivery of flight units.This phase will be an IDIQ with a minimum and maximum quanity of units specified anddelivery orders issued as the need arises for flight units. Currently the budget allowsthe first phase to begin in the last quarter of FY 2009. This phase is anticipated tolast about 3 months. The exact time for entering the 2ed phase will be contingent uponbudget and program direction. The anticipated release date of the RFP is on or about May 29, 2009 with an anticipatedoffer due date of on or about June 30, 2009. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GRCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22 It is the offeror'sresponsibility to monitor the Internet site for the release of the solicitation andamendments (if any). Potential offerors will be responsible for downloading their owncopy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail or fax).Telephone questions will not be accepted. Prospective offerors shall notify this office via email only of their intent to submit anoffer.
