- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute of Nursing Research, Office of Scientific Director, National Institutes of Health intends to negotiate and award a purchase order on a noncompetitive basis to the Foundation for Advanced Education in the Sciences (FAES), Inc. located at One Cloister Ct., Suite 230, Bethesda, Maryland 20814-1460. The purpose of this requirement is to develop and expand the research capability among graduate students and faculty in schools of nursing, and to develop and expand the basis for clinical practice in genetics among advanced practice nurses. The training course given by FAES, is an intensive, two-month training research course designed to provide a foundation in molecular genetics for use in research and clinical practice. The period of performance shall be from June 8, 2009 through July 31, 2009 on Tuesday, Wednesday, and Thursday mornings (except for possible changes to the schedule) from 9:30am – 11:30am. The Foundation for Advanced Education in the Sciences (FAES) Graduate School at NIH will provide the following: lecturers, handouts for lecture presentations, coursework notebook and support materials such as references and handouts, design and conduct eight (8) laboratories – 16 days, handle scheduling, printing, and audio visual coordination for all NINR instructors, NINR will be responsible for all disposable material that is used in the laboratory. The program features both classroom and laboratory components and participants spend two months in residence at the National Institutes of Health (NIH) in Bethesda, Maryland. The sole source determination is based on the fact that the Bio-Trac Program, which has provided the lecture and hands-on laboratory training for the NINR Summer Genetics Institute (SGI) program since its inception. The extensive series of post-graduate level “hands on” biotechnology training course given by the Foundation for Advanced Education in the Sciences (FAES) at the National Institutes of Health (NIH) in Bethesda, Maryland will extend the nursing science by integrating the biological and behavioral sciences, improving research methods, and expanding the research capability among the graduate students and faculty, and to develop and expand the basis for clinical practice in genetics among advanced practice nurses. The Bio-Trac Program for NINR offers workshops which are open to the scientific community are team taught by active researchers ( over 250 participating scientists) in our teaching facility at the NIH. Currently, there are 37 different training courses, 44 workshops offering a year in different disciplines of molecular biology (http://www.biotrac.com/pages/calendar.html). Since the program’s inception, over 9,500 scientists have received training in the Bio-Trac biotechnology training workshop. The North American Industry Classification (NAICS) Code is 611710 and the Size Standard is $7.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
