Description

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into a sole source negotiations on a non-competitive basis with HABCO Incorporated, Glastonbury, CT to procure needed calibration and repairs on the HABCO Vacuum Air Flow Tester. The Government intends to procure these services under the authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1. the Government does not own the technical data for this proposed acquisition requirement as all technical data and calibration requirements are proprietary to HABCO which is the only known firm possessing the knowledge, experience and technical expertise necessary to fulfill the Navy's full requirement. However, all responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Responses must be received within 15 days of publication of this notice. See note 22.
